SUMMARY:

This research proposes the study of public cultural policies for Afro-Latinos, which were developed by the Brazilian Ministry of Culture through the Fundação Cultural Palmares, in the period between 2003 and 2010, which influenced the cultural policies developed in Colombia and Ecuador, countries with which the Fundação Cultural Palmares maintained intense international cooperation relations.

The research will be developed taking as reference the actions formulated and executed by the Ministry of Culture of Brazil/Fundação Cultural Palmares and the ministries of Culture of Colombia and Ecuador. In this sense, the research will seek to list the main actions that were carried out or had the active participation of Fundação Cultural Palmares and analyze them, in a comparative way, based on documents produced in international seminars by scholars and cultural activists from Latin America. We will also search for records of meetings between ministers of Culture from Latin American countries in institutional management reports, in lectures, documents and public manifestos, in interviews with authorities who played important roles in the period, as well as in testimonies from beneficiaries of exchange projects culture between these countries. The objective will be to identify the results achieved in the valorization, preservation and dissemination of cultural manifestations of black origin in Latin America, as well as strengthening international cooperation between these countries based on cultural policies aimed at Afro-Latinos.

In order for the research to achieve its objectives, we will also analyze the meetings that were promoted by the Ibero-American General Secretariat – SEGIB, by the bodies of the United Nations, by the National Secretariat for Identity and Cultural Diversity of the Ministry of Culture of Brazil and by the Special Secretariat for Policies to Promote Racial Equality. These meetings aimed to discuss or reflect on the culture of diversity in Latin America.
