MAIA - A breath of fresh air in wind energy: a method for evaluating investments through land leasing

This work arises from the perception of the accelerated growth of wind energy generation, particularly in the semiarid region of Bahia, and from the glimpse of the possibility that the amounts paid by wind energy generating companies for the leasing of land for the installation of wind turbines are a contributing factor for rural development and consequently, territorial development. The methodology used was an applied research of Formative Evaluation. Thus, a Social Management Technology was developed in the form of a method for evaluating the application of the resources of leasing in rural properties – MAIA. It allows, through a research instrument prepared based on indicators, to assess how the application of resources (consumption and / or investment) received by rural landowners, results in a greater or lesser contribution to the development of rural property. The Alto Sertão II Wind Complex, the largest in Latin America, implemented by Renova Energia, starting in 2012, in the center-south region of Bahia, was chosen for testing and validation of the method. The results obtained proved the effectiveness of the MAIA Social Management Technology both for its efficiency, tested, even in adverse conditions generated by the Covid-19 pandemic, and for its effectiveness in producing the necessary and sufficient information for the proper measurement of its three analysis objects / criteria (Family Scenario, Owner Profile and Business Stage) and that of the Development Index for Leases - IDA, compared within the period 2012-2020.
