SUMMARY:
Compliance with socio-environmental conditions is an obligation for every company that requires an environmental license to operate in Brazil. The guiding question for the development of this research is: how are the socio-environmental conditions of companies contributing to the local development of impacted communities? the theoretical contribution on the themes of sustainability, environmental legislation, socio-environmental constraints and social responsibility allowed the analyzes carried out on the issue raised. To achieve the proposed objective of evaluating how socio-environmental conditions contribute to the local development of impacted communities, based on access to public information on environmental licensing processes, the Camaçari/Bahia Complex was defined as the analysis territory, with as a research universe, the socio-environmental conditions issued by Inema in the period from 2015 to 2019. The result of the data collection phase was the non-availability of information on the socio-environmental conditions of companies associated with Cofic, as well as the actions and projects carried out by the companies. During the period studied, it was only possible to continue carrying out the research because public information was found regarding the programs and actions of the socio-environmental conditions of the Port of Ilhéus. Even though we found data on compliance with the socio-environmental conditions of the Port of Ilhéus, it was not possible to prove the contribution of the socio-environmental conditions to the local development of the impacted communities. All experience and knowledge acquired during the research was synthesized in the preparation of the Social Management Technology “Guide for the Development and Execution of Socio-Environmental Conditions” aiming to contribute to the local development of impacted communities. Many reflections based on the information found and not found reverberated in the final considerations of this work, with the certainty that this dissertation is just another step in the quest to contribute as a social professional to the local development of communities impacted by projects subject to environmental licenses.
