SUMMARY:

This dissertation had the general objective of proposing a competency-based training management technology for the development of management competencies based on learning trails at Hospital Geral Roberto Santos (HGRS), the largest hospital in the public network in the state of Bahia, replicable for other public hospitals. To achieve this goal, a case study at the HGRS was realized by using three methodological steps and techniques: i) documentary research based on content analysis of institutional documents; ii) survey research using a questionnaire; iii) focus group based on a previously prepared script. These three steps and methodological techniques were complemented by the observation of the author of this dissertation, who currently holds the position of medical accounts coordinator at HGRS, allowing data triangulation to be carried out. Thus, eight managerial skills were mapped (“team spirit”, “time management”, “focus on results”, “conflict management”, “leadership”, “planning”, “decision making”, and “working under pressure”) in a sample made up of 105 managers occupying coordination/supervision positions/functions, including the coordination of the hospital's human resources, with the following profile: primarily female (73%), aged between 31 and 50 years (83%), high level of education (84% have a postgraduate degree), works in the administrative area (58%), at least 68% have professional training in the health area and 52% have worked in the role of coordination/supervision for between 1 and 4 years. The results showed that the management competencies that presented the most significant gaps and, therefore, presented the highest levels of training priorities were “working under pressure, “conflict management,” and “time management.” Thus, three learning trials were proposed for these three management competencies. The proposed competencybased training management technology was materialized in the form of an institutional digital platform recommended for implementation, as a pilot project, in the HGRS intranet system and later replicable to other public hospitals, thus contributing to disseminating the competency-based training management in the area of public health in the state of Bahia and consequently improve the quality of services provided by public hospitals.
