SUMMARY:
This work deals with analysis of the application of social participation tools during the planning stage of the Ponte Salvador - Ilha de Itaparica, inserted in the territorial development policy of the State of Bahia, debating also how it relates to the development model whose option manifests itself privileged by the objectives consolidated by the constituent legislator in Article 3 of Federal Constitution of 1988, especially those expressed in sections II and III, as well as its real beneficiaries. Once the beginning of the bridge construction stage was successively postponed, the analysis of the effect of the way of applying the social participation in the result sought by the project was limited to the incorporation of contributions arising from the participatory process to the project itself, until the signing of the contract sponsored concession, through PPP, with the concessionaire that was successful in bidding process, as documented on the official websites of the bodies responsible for it, SEPLAN, INEMA and SEINFRA. This is a case study, delimited by the focus of social participation, using the documentary method, with the obtaining and analysis of data from from official sources of the state executive power, as well as data obtained from the application of questionnaires and interviews, added to the experience of participant observation with the CAMMPI Network. With this, it was possible to observe that, although the project met to the minimum legal requirements for social participation to obtain licenses and validity of its bidding process, the way in which these tools were applied was not able to cover a significant portion of the interested, potentially affected population, and may have failed to consider impacts, especially socioeconomic ones, capable of compromising, albeit partially, its alignment with constitutional objectives.
