SUMMARY:

The research arises from the development of a proposal for a citizen assessment and monitoring instrument for public safety, focusing on combating racism, through shared management between the government and civil society in the Itapagipe Peninsula in Salvador, Bahia. This is a qualitative research approach to obtain data and information, allowing for a quantitative approach to specific issues aligned with the principles of social management and decoloniality. The assumptions considered include: the state is racist and expresses its violent and repressive actions mainly in black and peripheral territories through public security policies; the Itapagipe Peninsula is predominantly black and experiences the consequences of these state actions, especially in the Uruguai neighborhood, where a Community Public Security Base is located; there is an effort by the state to promote a citizen security policy with community participation, and public officials' recognized efforts in this direction; the territory is characterized by strong social mobilization, creating mechanisms for dialogue between society and the government; understanding evaluation and monitoring as a way to address the issue from a citizen perspective.In this context, the research question was formulated: How to develop a community evaluation and monitoring instrument for public safety in the Itapagipe Peninsula in an articulated manner between civil society and the government? To answer it, specific objectives were set to understand how public security agents at the Community Base and civil society in the Itapagipe Peninsula comprehend citizen security, community participation, and racism confrontation in the implementation of security policies in this territory. Also, how the evaluation and monitoring processes of public security policy occur in Salvador. Theoretical and methodological concepts, access to public documents, and legislation related to public security, racism, decoloniality, public policies, evaluation and monitoring, citizen participation, and social management and technology were mobilized. Twelve semi-structured interviews were conducted with key informants from civil society and public security, along with mixed questionnaires for police officers associated with the Community Base. A Social Residence was also carried out in Cali, Colombia, to understand the socioterritorial dynamics of a black and peripheral territory outside Brazil, with seven interviews conducted with social actors from the El Chontaduro Cultural Association, the hosting entity for the residence. The data were analyzed and contributed to the main result of this research, namely, the Social Management Technology for Territorial Development, an instrument for citizen assessment and monitoring of public security policy through shared management between civil society and the government, aiming to combat racism.
