SUMMARY:

This study considered urban space and the informality of street commerce from a historical-structural approach, in which the phenomenon is understood as a reflection of social relations manifested over time, in objects that have forms that are built with the functions that reflect the dominant interests of society. Attempts to manage street commerce have a stigmatizing bias and impact the decisions of public authorities and their regulations. There are many historical conflicts regarding the management of the use of public places by street vendors in Salvador-BA, especially the square in front of Bonfim’s Church, a relevant tourist spot that has a high incidence of this type of economic activity, which is the locus of this research. The objective of this exploratory research of a qualitative nature and methodology involved was to propose a social management technology applied to conflict resolution and construction of solutions to problems related to the use of public places for commercial purposes and their conservation, based on the dialogical process proposed by Social Management (CANÇADO, 2014) and in the approach Looking Backwards in Public Policies (BOULLOSA, 2013). The Dialogical Spaces for Social Management of Street Commerce (EDGS) are proposed as TGS, as spaces for mediating conflicts and proposing solutions based on dialogue focused on active listening to the interests and perspectives of a multi-actor group activated to resolve problems of public relevance and conservation of public goods. This proposal arises as a result of a diagnosis of problems built from the confrontation between the principles of Social Management and the dynamics between the actors related to street commerce in Square of Bonfim’s Church, with the main data collection methods being wheels conversations and participant observation of local daily life. The TGS is in a state of dissemination and improvement for subsequent implementation.
