PROFESSIONAL TRAINING AND SEA KNOWLEDGE IN THE TERRITORY OF THE ITAPAGIPE PENINSULA – SALVADOR/B

The country's maritime economy involves two hundred and eighty municipalities in seventeen states of the country, playing an important role in the Brazilian economy by enabling income generation and contributing to guaranteeing food for vulnerable communities. However, there are no data or statistics that allow analysis and accounting of the economic contribution of resources made available by the sea, consequently, there is a gap in the production of knowledge about professional training in this segment. This work aims to discuss professional training for non-precarious productive insertion in the world of work in the maritime economy in the territory of the Itapagipe Peninsula – Salvador/Ba in line with the professional qualification policy. The promotion and valorization of the sea economy by the public organizations has been gradually increasing, for example with the activities of the Urban Development Master Plan (PDDU) of the city of Salvador, which actions focus on (re)qualifying the nautical segment in Baía de Todos os Santos, in addition to foresee the elaboration of the Itapagipe Neighborhood Plan, which includes the qualification of labor focused on the segment and the restoration of old spaces to house activities linked to the nautical segment and the Prodetur Nacional Bahia, which presents a diagnosis in the economic, social, environmental dimensions and demographic focus on tourism and nautical activities throughout Baía de Todos os Santos. However, such investments demonstrate an approach aimed at serving the productive sector mainly in the tourist aspect, leaving aside one of the oldest productive activities in human existence, artisanal fishing. The methodology used to prepare the present work had as reference the bibliographical research of official documents from public organizations, QUALISalvador database, reports and spreadsheets from the Professional Qualification Coordination (COQUAP/SETRE/State Government), semi-structured interviews with artisanal fishermen and public managers, in addition to holding a focus group with fishermen who are members of a cooperative. This work sought to dialogue with authors who discuss the issue of precarious work and the concept of Sea Economy. As a result, a model of menus and professional training proposal aimed at training artisanal fishermen will be presented as Social Management Technology – TGS. considering values and knowledge combined with the use of Alternation Pedagogy. The alternation provides a confrontation between cultural fields: the local culture, the territory where the student comes from and where he lives with his family, with his way of being, thinking, speaking his language, his expressions, his references, his professional culture; the culture of the school, its purposes, its environment and its own references. In this sense, it appears that although artisanal fishing proves its potential in generating income and significant participation in the economy, investments are still small, however, it is necessary to turn our eyes to the riches that the sea continues to offer in its different aspects, whether cultural, environmental, religious, economic, food, among others, for the welfare of society and the world.
