SUMMARY:

Faced with the imperative need to translate relevant theories on the formation of creative
territories, this dissertation focuses on relevant issues for their evaluation, analysis and
contributions to territorial development. This work therefore seeks to understand how to
include territories, regions and cities in development strategies through access to technology,
innovation, culture and creativity, as well as how to design and build integrated public
policies, in which government and society share and recognize their responsibilities for the
development and promotion of territorial creativity, with the aim of creating a model for
analyzing the creative ecosystem for territories. The methodology defined for this purpose
seeks to establish the identification of elements that help form and influence the creative
ecosystem of the territories, proposing an integrated analysis of its results and connections
through an exploratory model that identifies the necessary gaps for the implementation of
strategies and policies by part of territorial governance. The commitment to analyze the
important contributions left by national and international specialists, and to organize them in a
work that demonstrates the importance of elements linked to the city and already established
creative territories, motivates us to go further and understand the contribution to the formation
of these vibrant environments full of culture and attractiveness, with well-aligned governance
as a new element, which integrates public and private sectors. For this, many questions need
to be revisited and others should be asked for the composition of the study, such as: What
characterizes a creative territory? Why do creative territories impact the economy? What is
the relationship between creative territories, culture, innovation, technology and
development? What is the role of governments in this process? What is the importance of
public policies in this context? What is the relevance of the territory for the convergence of
these elements? And, finally, how is it possible to propose, among an ocean of possibilities, a
practical and lucid strategy to combine these reflections in a positive and proactive attitude in
cities, neighborhoods and regions based on the action of local governance? This research and
its findings propose to organize a territory analysis model in which public management is an
integral part of the process; and suggest integrated policies for these territories as a
sustainable alternative for the development of more creative cities and territories.
