SUMMARY:

Popular festivals are manifestations that express the identity of a collectivity, involving various social actors in a complex and collaborative governance structure. There is no systematized knowledge about the governance of popular festivals and above all, there are no practical examples of application. There is a huge lack of knowledge about the governance of popular festivals, especially knowledge that can help societies in their various levels of government, especially the governments linked to the municipalities where these festivals occur so that these municipalities, together with their secretariats of culture and tourism, can more effectively help in the organization of popular festivals. The aim of this research is to propose a management system for popular festivals based on collaborative governance and cultural identity. The vocation of this research is professional and technological. Professional because of its practical applicability and technological because of its replicability. Its main orientation lies in the production of accessible and applicable knowledge for agents involved in the organization of popular festivals. The research methodology is inductive and exploratory in nature, based on documents and interviews. The results of the research configure the TGPop (Popular Festivals Governance Technology), constituted of phases (preparation, strategy, execution and evaluation) and dimensions (collaboration, cultural identity and conflict). The social technology will be presented in the form of two technological articles and a case for teaching that intend to compose a technical professional material for the professional qualification of public managers linked to the organization of popular festivals, besides composing the formative process of students of public administration and cultural production, being applicable in the most distinct territorial and organizational contexts. The results contribute to rethinking the theorization and practice of popular festivals management as forces for territorial development.
