SUMMARY:

The research conducted in this dissertation provides an analysis about participation in urban policies, using as region of analysis the Itapagipe Peninsula, in Salvador/BA. The primary question we sought to answer was: how to contribute to the improvement of participatory processes in the area of urban planning, regarding the deliberative character of the participation mechanisms commonly employed during the elaboration and implementation of urban policies? In this way, the theoretical review presented the obstacles, dystopias and advantages of participation, as well as a timeline about the development of urban policies, which addressed facts and institutional milestones of their implementation in Brazil. Additionaly, we presented an analysis of the participation mechanisms in the City Statute, as well as the unimplemented proposal of the National Policy for Social Participation. To achieve the research objectives, a carcaterization of the research territory was conducted in terms of urbanistic aspects and current land use planning, as well as from the point of view of urban policies implemented there after the enactment of the City Statute. The development of the research was based on the analysis of the mechanisms of participation affecting the area of urban development employed during the implementation of the Growth Acceleration Program (GAP) in the Itapagipe Peninsula, in the enterprises Alagados IV and V / 2nd stage, Alagados VI (Residencial Margô and Dedé) and Mirantes do Bonfim. The methodology used was descriptive analytical research supported by documentary analysis and semi-structured interviews with CONDER technicians and coordinators. The results indicates a need to structure participation in the scope of urban development, by standardizing some aspects that contribute to greater diffusion of the application of participation mechanisms and social control. It is concluded that it is necessary to empower the population to participate more and better, given that we do not have the power or guarantee, through this research, the primary facilitator of participation in the field of urban policies.
