SUMMARY:

In recent years, especially since the 1990s, national and international studies and research have provided several bibliographic productions on agriculture in Brazil, given that Brazilian agriculture is one of the largest in the world and represents a major source of food production beyond from Brazil, several other countries in the world. As a result, there is also a set of governmental and non-governmental actions implemented in favor of encouraging production, such as public policies, innovations and new techniques developed by universities and research institutes. Understanding this scenario, the present work aims to investigate the process of implementation of purchases from Family Agriculture for the National School Feeding Program (PNAE) at the Federal Institute of Education, Science and Technology Baiano Campus Valença. Therefore, the research seeks to answer some questions: how was the implementation of the PNAE for Family Farming at the IF Baiano? What weaknesses and difficulties encountered in the implementation of the policy? Which proposals can mitigate the weaknesses and which points can be modified to optimize the operationalization of the Program? These are questions that guide this study in its approach to the problem of managing the PNAE at the IF Baiano. As a methodology, the qualitative approach with case study is used, which allows an understanding of the processes and practices with a planned intervention, considering a given reality. As a research strategy, the case study is applied, because it favors a holistic view of the context studied, with emphasis on the empirical investigation of contemporary phenomena. Bibliographic and documentary research are also used as techniques to understand the research topic and its theoretical implications already unfolded in the critical fortune on Family Agriculture in Brazil. In view of the bibliographic and documentary research and the case study, three hypotheses were investigated, thus being clarified by this study: (i) on the training of public managers and nutritionists, it was understood that there is a need for greater training and information to that these professionals (re)recognise the importance of family farming for regional development; (ii) regarding the institutional direction in relation to purchases by the AF for the PNAE, it was noticed that there is a tendency towards conventional purchases, which in this case are the trading sessions; (iii) about the organization on the part of the producers, it was understood that there is no consolidated network of family farming that sustains a continuous and constant flow in the offer of products in the region. Therefore, this work suggests a better organization of public policies in the region of Valença that can promote PNAE purchases by exempting from bidding and the creation and maintenance of an active network of family agriculture in the region through the formalization of associations and cooperatives.
