Africanities in public policies for books, reading, literature and libraries in Brazil - LLLB (2013-2015)

This dissertation consists of 16 letters on the theme of Africanities in public policies for books, reading, literature and libraries in Brazil - LLLB (2013-2015). It was conducted by an incarnate researcher modeled by a multi-referential and bibliodiverse purpose. The analyzed corpus involved a set of publications by Secretaria de Políticas de Promoção da Igualdade Racial-Seppir (Special Department for the Promotion of Racial Equality) and Fundação Cultural Palmares-FCP (Palmares Cultural Foundation), as well a public consultation on Africanities and race relations in public policies for the LLLB sector (FCP-2014). The corpus also included the book PNLL – Plano Nacional do Livro e Leitura – Textos e História/2006-2010 (National Book and Reading Plan - Texts and History/2006-2010). The central argument of the dissertation states that in order to the thematics of Africanities be part of the formulation of public policies for the LLLB sector skilled Black professionals have to be in decision-making positions and at the head of these processes. Policies for the promotion of racial equality adopted in the governmental sector of culture value other forms of expression to the detriment of books, reading, literature and libraries.
