SUMMARY:
The Thesis involves the community development banks that make up the Bahia Network of
Community Banks as a contemporary phenomenon of the countercurrents of molecular
revolutions with social technologies. The network is formed by the banks Eco Luzia, Casa do
Sol, Ilhamar, Santa Luzia, Banco da Resex de Canavieiras, Abrantes Solidário, Solidário
Quilombola do Iguape, Amigos do Sertão, 2 de Julho, Ouro Negro. The banks are born from
the initiatives of community associations, which took place between 2005 and 2017. In the
midst of the chaotic contexts of globalized capital, this research investigates the potential that
banks exercise in Bahia, how their performances occur and what effective changes they make
in their respective communities. The study covers data surveys carried out in qualitative and
quantitative approaches. With the aim of studying this network, we ask: what transforming
flows are being produced by the countercurrents articulated by community banks? Around
this problem, we bring the objectives and guiding questions. General objective: To study the
Bahia Network of Community Banks, as a contemporary phenomenon of countercurrents with
social technologies. Specific objectives: Produce reports on the practices of community
banks; analyze the performance cases of the banks Abrantes Solidário and Banco Solidário
Quilombola do Iguape (BSQI); identify the social transformations in the territories where the
banks are located. The study proved to be suitable for the participant research method. We
added the case study method, to analyze in depth two experiences: BCD Abrantes Solidário
and BCD Quilombola do Iguape. This universe is part of a complex social system, in which
different protagonists in different functions are evident: banks, the network, community
representative entities, credit borrowers, local merchants, credit agents, the Council for
Analysis of Credit (CAC), the Technological Incubator of Solidary Economy (ITES) and the
Federal University of Bahia (UFBA). Contributions made by BCDs totaled R$261,725.84, for
1,169 microcredits, offered in the period selected for the research (2015 to 2018), with an
average credit value of R$223.88, confirming the small volume of resources that community
banks have to operate, resulting in small credits, configured as microcredits. The highest
percentage of microcredits, 68.52%, are of a consumer nature, small credits, whose greatest
demand is from women, mainly for the purchase of foodstuffs, consistent with the survival of
the offspring. A proof of the degree of poverty of borrowers. Production microcredits, with a
percentage of 25.06%, tend to be more demanding from men, who seek resources for
productive activities. Reform-microcredit had a percentage of 5.82%, offered only by Banco
Ilhamar. Microcredit-essential services had a percentage of 0.59%, offered by Eco Luzia
bank. In the search for credit, as already demonstrated, there is a predominance of women.
Banks mainly serve them; the percentage is 81.3%. For men, the percentage is 18.7%. Default
rates were low, demonstrating the honesty of borrowers and the solidarity of the phenomenon.
The number of defaulters totaled 63 borrowers, whose percentage, based on the number of
microcredits offered, was 5.3%. The default value was R$21,623.56 based on what was made
available, with a percentage of 8.3%.
