This study aimed to investigate the behavior of uses and factors associated with use in the context of the Capes Assessment System. From a review of it was observed that a paucity of studies on the use of assessment in Assessment Systems. With this intention, this study adopted as its empirical field the Capes assessment system, which, due to its characteristics, of being an institutionalized assessment system with a national, mandatory and participatory scope, shows itself as a promising source of investigation and clarification on behavior. the use of assessment in the context of an assessment system. The main conclusions of this study regarding the behavior of the uses of the Capes Evaluation System were: a) the sources of use of the evaluation, processes and results, were not sufficient to describe the behavior of the uses of the investigated system, which led to the emergence of a new source of use named by the guideline author; b) the uses generated from the process of the Capes Evaluation System captured in this thesis deny the evidence in the literature regarding the incompatibility of the existence of the uses of the process in evaluation system contexts; c) The evidence raised in this study challenges the field's understanding that evaluation systems are not capable of changing the status quo of evaluated programs; d) the uses generated by any sources of use, be it guideline, process or results, have the potential to generate other uses, however, it was observed that the uses generated from the process had a greater potential to generate other uses.
