A presente dissertação propõe a Economia da Prova como campo emergente da economia aplicada, voltado à análise da prova pericial como bem informacional, ativo estratégico e variável de racionalidade limitada no processo judicial tributário. Partese da hipótese de que o valor estratégico da perícia, percebido pelos advogados tributaristas, decorre do equilíbrio entre o retorno esperado da informação e o custo de sua produção, em ambiente permeado por incerteza, restrições institucionais e assimetrias cognitivas. Adota-se metodologia própria da microeconomia aplicada, que combina modelagem teórica e verificação empírica mediante modelos logit binário e logit ordenado aplicados a dados primários coletados junto a advogados tributaristas. O cruzamento interpretativo entre os dois modelos evidencia a coerência estrutural da racionalidade desses agentes: enquanto o logit binário delineia o contorno decisório da percepção acerca do valor estratégico da perícia, o logit ordenado revela a sua profundidade ─ a gradação dessa valorização dentro do processo cognitivo e econômico do advogado. Observa-se que, quando a percepção é tratada como fenômeno contínuo e não meramente dicotômico, emergem com maior nitidez os elementos que sustentam o juízo estratégico: a experiência reformula-se em discernimento técnico; o custo, em sinal de seletividade racional; e o assistente técnico, em ativo informacional de alta relevância. Os resultados empíricos confirmam a hipótese da racionalidade limitada, demonstrando que o processo judicial tributário funciona como sistema econômico de produção e circulação de informação sob restrições de custo, tempo e previsibilidade. Conclui-se que a perícia atua como mecanismo de redução de incerteza e redistribuição de poder cognitivo, consolidandose como ativo econômico e estratégico no interior do processo judicial.

This dissertation proposes the Economics of Evidence as an emerging field within applied economics, focused on analyzing expert evidence as an informational good, a strategic asset, and a variable of bounded rationality in tax judicial proceedings. It starts from the hypothesis that the strategic value of expert evidence, as perceived by tax lawyers, stems from the balance between the expected return of information and the cost of its production, within an environment permeated by uncertainty, institutional constraints, and cognitive asymmetries. It adopts a methodology characteristic of applied microeconomics, combining theoretical modeling and empirical verification through binary and ordered logit models applied to primary data collected from tax lawyers. The interpretive cross-analysis between the two models reveals the structural coherence of these agents’ rationality: while the binary logit outlines the decision contour of the perception regarding the strategic value of expert evidence, the ordered logit reveals its depth ─ the gradation of this valorization within the lawyer’s cognitive and economic process. It is observed that, when perception is treated as a continuous phenomenon rather than a merely dichotomous one, the elements sustaining the strategic judgment emerge with greater clarity: experience reshapes itself into technical discernment; cost becomes a sign of rational selectivity; and the technical assistant, an informational asset of high relevance. The empirical results confirm the hypothesis of bounded rationality, demonstrating that the tax judicial process functions as an economic system of information production and circulation under cost, time, and predictability constraints. It is concluded that expert evidence operates as a mechanism for reducing uncertainty and redistributing cognitive power, consolidating itself as an economic and strategic asset within the interior of the judicial process.

Esta dissertação investiga a persistência de elevadas taxas de pobreza na Bahia (40,1% em 2021), apesar dos volumes expressivos de gasto social. O objetivo geral é analisar o impacto dos gastos sociais municipais nas áreas de Educação, Saúde, Assistência Social e Administração sobre a taxa de pobreza nos municípios baianos, no período de 2010 a 2023, controlando para fatores políticos, institucionais e regionais. A literatura revisada aponta a relevância da composição do gasto e da qualidade da governança, e o trabalho contribui ao integrar a análise da qualidade do gasto municipal com a redução da pobreza regional, enfrentando o desafio metodológico da endogeneidade. A metodologia empregou um modelo de painel dinâmico para os 417 municípios (2010 a 2021). O estimador de Arellano-Bond (GMM em diferenças) foi utilizado e permitiu o controle da inércia da pobreza, que foi mensurada pela proporção de beneficiários do Programa Bolsa Família. O modelo incluiu variáveis políticas (ano eleitoral) e institucionais (julgamento das contas pelo TCM-BA). Os resultados principais indicam que a pobreza tem forte inércia temporal, o gasto municipal com Saúde apresenta o efeito mais significativo e robusto na redução da pobreza, a qualidade institucional (aprovação das contas) está associada a menores taxas de pobreza, sugerindo que a boa gestão potencializa os efeitos sociais, o ciclo político-eleitoral demonstrou uma redução média da pobreza em anos de eleição. Os gastos em Educação não apresentaram impacto significativo no curto prazo e existe uma heterogeneidade regional marcante nos níveis de pobreza.

This dissertation investigates the persistence of high poverty rates in Bahia (40.1% in 2021), despite significant volumes of social spending. The overall objective is to analyze the impact of municipal social spending in the areas of Education, Health, Social Assistance, and Administration on the poverty rate in Bahia municipalities from 2010 to 2023, controlling for political, institutional, and regional factors. The reviewed literature points to the relevance of the composition of spending and the quality of governance, and this work contributes by integrating the analysis of the quality of municipal spending with the reduction of regional poverty, addressing the methodological challenge of endogeneity. The methodology employed a dynamic panel model for the 417 municipalities (2010 to 2021). The Arellano Bond estimator (GMM in differences), controlling for poverty inertia. The poverty rate was measured by the proportion of beneficiaries of the Bolsa Família Program. The model included political variables (election year) and institutional variables (judgment of accounts by the TCM-BA). The main results indicate that poverty has strong temporal inertia, municipal spending on health has the most significant and robust effect on poverty reduction, institutional quality (approval of accounts) is associated with lower poverty rates, suggesting that good management enhances social effects, the political-electoral cycle showed an average reduction in poverty in election years, spending on education did not show a significant impact in the short term, and there is a marked regional heterogeneity in poverty levels.

A avaliação de empresas (Valuation) consiste na estimativa do valor econômico de um ativo ou negócio com base em projeções de fluxos de caixa, análise de riscos e expectativas de crescimento. No entanto, as abordagens tradicionais, como o Fluxo de Caixa Descontado (FCD), frequentemente adotam premissas determinísticas, não incorporando de forma estruturada a variabilidade e a incerteza inerentes a variáveis críticas do negócio. Visando superar essa limitação, este trabalho utiliza de Cadeias de Markov como ferramenta complementar ao FCD, permitindo modelar probabilisticamente a evolução de variáveis operacionais relevantes. A metodologia foi inspirada em Graciele Cunha da Silva (2024) ao envolver a definição de estados possíveis para a variável em questão – como “Boom de Produção”, “Estabilidade Produtiva” e “Retração de Produção” – e complementa ao construir uma matriz de transição com base em dados históricos, refletindo as probabilidades de mudança entre esses estados ao longo do tempo. Aplicou-se essa abordagem à Ambev S.A., utilizando o volume de produção no Brasil como variável estocástica. Foram simulados três cenários – Conservador, Pessimista e Otimista –, cada um com diferentes matrizes de transição, representando distintas trajetórias de desempenho operacional. Os resultados evidenciaram o preço da ação variando conforme a perspectiva adotada: R$ 12,80 (Cenário Conservador), R$ 11,40 (Pessimista) e R$ 14,10 (Otimista), em comparação com R$ 14,20 obtido no FCD tradicional. Para ampliar a robustez da análise, também foi realizada uma Simulação de Monte Carlo com 1.000 iterações, testando diferentes distribuições iniciais de probabilidade entre os estados, o que permitiu verificar a consistência metodológica e a sensibilidade dos resultados perante a incerteza na condição de partida. De modo que no cenário conservador, o preço médio da ação foi de R$ 12,8, valor idêntico ao calculado anteriormente, com uma variância de 0,0023, que representa a maior variância entre os três cenários analisados. No cenário pessimista, a média de preço atingiu R$ 14,0, apresentando variância de 0,0004. Para o cenário otimista, o preço médio simulado foi de R$ 11,3, com variância de 0,0007. Conclui-se que a integração entre o método de Fluxo de Caixa Descontado e a modelagem estocástica por Cadeias de Markov podem ser usadas para modelar fatores que não são incorporados na forma de avaliação comumente utilizada.

Business valuation consists of estimating the economic value of an asset or business based on cash flow projections, risk analysis, and growth expectations. However, traditional approaches, such as Discounted Cash Flow (DCF), often adopt deterministic assumptions, failing to incorporate in a structured way the variability and uncertainty inherent in critical business variables. To overcome this limitation, this work uses Markov Chains as a complementary tool to DCF, allowing for the probabilistically modeling of the evolution of relevant operational variables. The methodology was inspired by Graciele Cunha da Silva (2024) in defining possible states for the variable in question – such as “Production Boom”, “Production Stability”, and “Production Contraction” – and complements this by constructing a transition matrix based on historical data, reflecting the probabilities of change between these states over time. This approach was applied to Ambev S.A., using the production volume in Brazil as a stochastic variable. Three scenarios were simulated – Conservative, Pessimistic, and Optimistic – each with different transition matrices, representing distinct operational performance trajectories. The results showed the stock price varying according to the adopted perspective: R$ 12.80 (Conservative Scenario), R$ 11.40 (Pessimistic), and R$ 14.10 (Optimistic), compared to R$ 14.20 obtained in the traditional DCF (Distributed Cash Flow). To increase the robustness of the analysis, a Monte Carlo Simulation with 1,000 iterations was also performed, testing different initial probability distributions between the states, which allowed verifying the methodological consistency and the sensitivity of the results to uncertainty in the starting condition. Thus, in the conservative scenario, the average stock price was R$ 12.80, an identical value to that calculated previously, with a variance of 0.0023, which represents the largest variance among the three scenarios analyzed. In the pessimistic scenario, the average price reached R$ 14.0, with a variance of 0.0004. For the optimistic scenario, the simulated average price was R$ 11.3, with a variance of 0.0007. It is concluded that the integration between the Discounted Cash Flow method and stochastic modeling using Markov Chains can be used to model factors that are not incorporated into the commonly used valuation method.

Os moradores de comunidades rurais nos municípios de Queimadas e Cansanção, no sertão da Bahia, enfrentam dificuldades que são resultado de forças políticas, econômicas e ambientais. Além das secas intermitentes que criam escassez de água numa região que depende da produção agrícola, séculos de desenvolvimento com enfoque em gerar lucro para poucos, tem criado uma situação em que os moradores da região têm opções muito limitadas para ganhar uma renda sustentável para criar famílias saudáveis, garantir a produção e a reprodução da vida. Como resultado da falta de investimento público e privado, há uma falta de emprego marcada na região que amplia os riscos e limites da produção agrícola. Por causa destes elementos, todas as famílias das comunidades estudadas têm pelo menos um membro que migrou para São Paulo para ter acesso a emprego e renda consistente. Há uma história de separação e sacrifício em todas as famílias devido a essa migração recorrente ao longo de gerações. Esta pesquisa examina experiências pessoais no contexto de condições econômicas vulneráveis, e procura conectar essas experiências com a história da economia da Bahia e do Brasil. Com essa trajetória, a análise tem como objetivo demostrar que mesmo com a presença de desafios ambientais, escolhas estruturais socioeconômicas são os fatores principais que limitam a autonomia de famílias no sertão.

The residents of rural communities in the municipalities of Queimadas and Cansanção in the ‘sertão’ region of Bahia, Brazil face difficulties that are a result of political, economic, and environmental forces. In addition to occasional droughts that create a lack of water in a region that depends on subsistence agriculture, centuries of development with a focus on generating profit for a small group has created a situation in which residents of the region have extremely limited options to earn a sustainable income or to raise healthy families. As a result of a lack of public and private investment there is a dramatic lack of employment in the region, which exacerbates the risks and challenges of agricultural production. Because of this lack of employment, every family from the communities studied have at least one member living in São Paulo in order to have access to consistent employment. There is a history of separation and sacrifice in every family in the sertão due to this migration that is repeated across generations. This project examines personal experiences within the context of economic conditions and seeks to connect these experiences with the history of the economy of Bahia and Brazil. Through this trajectory, the analysis aims to demonstrate that even with the formidable presence of environmental challenges, structural economic choices are the main factors limiting the autonomy of families in the sertão.

Os governos atuam como agentes econômicos responsáveis por assegurar à população provisão de serviços essenciais, como infraestrutura, educação e saúde. Diante das limitações orçamentárias do governo, têm-se consolidado arranjos que promovem a articulação entre os setores público e privado, com o objetivo de viabilizar a prestação de serviços públicos e a realização de investimentos em infraestrutura, entre os quais se destacam as Parcerias Público-Privadas. Nesse contexto, a construção da Ponte Salvador Ilha de Itaparica consolida-se como um marco da infraestrutura baiana e como um exemplo expressivo da aplicação do modelo de Parceria Público-Privada. Mais do que uma obra física, a ponte possui potencial para produzir impactos relevantes no desenvolvimento socioeconômico regional, especialmente nas dinâmicas de transporte, na atividade econômica, na estruturação territorial e no meio ambiente. A pesquisa parte da problematização das PPPs não apenas como instrumentos técnicos de financiamento e gestão da infraestrutura, mas como arranjos institucionais que expressam escolhas políticas, econômicas e territoriais, com implicações sobre o interesse público. Metodologicamente, o estudo adota uma abordagem de natureza qualitativa, de caráter exploratório e analítico, baseada em revisão bibliográfica, análise documental e estudo de caso do projeto da ponte. Os resultados apontam que a PPP possui potencial para fortalecer a integração territorial, a mobilidade e a dinâmica econômica regional, embora apresente desafios de governança, repartição de riscos e preservação do interesse público, sendo eficaz para a promoção do desenvolvimento econômico e social quando adequadamente estruturada e monitorada, com mecanismos de planejamento, transparência e controle estatal.

Governments act as economic agents responsible for ensuring the provision of essential services to the population, such as infrastructure, education, and healthcare. In light of governmental budgetary constraints, arrangements that promote coordination between the public and private sectors have become increasingly consolidated, with the aim of enabling the delivery of public services and the realization of infrastructure investments, among which Public–Private Partnerships (PPPs) stand out. In this context, the construction of the Salvador–Itaparica Island Bridge has emerged as a landmark in Bahia’s infrastructure and as a significant example of the application of the Public Private Partnership model. More than a physical structure, the bridge has the potential to generate substantial impacts on regional socioeconomic development, particularly in transportation dynamics, economic activity, territorial organization, and the environment. The research problematizes PPPs not merely as technical instruments for infrastructure financing and management, but as institutional arrangements that reflect political, economic, and territorial choices, with direct implications for the public interest. Methodologically, the study adopts a qualitative, exploratory, and analytical approach, based on a literature review, documentary analysis, and a case study of the bridge project. The findings indicate that the PPP has the potential to strengthen territorial integration, mobility, and regional economic dynamics, although it also presents challenges related to governance, risk allocation, and the safeguarding of the public interest. When properly structured and monitored, with effective mechanisms of planning, transparency, and state oversight, the PPP can be an effective instrument for promoting economic and social development.

Esta dissertação investiga a relação entre as práticas de gestão escolar adotadas pelos diretores das escolas públicas do Estado da Bahia e o desempenho em matemática dos estudantes do 5º ano do ensino fundamental. Fundamentada na literatura da Função de Produção Educacional e nas evidências sobre efeito-diretor, a pesquisa parte da hipótese de que práticas gerenciais mais eficazes contribuem positivamente para os resultados de aprendizagem. Para mensurar a qualidade da gestão escolar, foi construído um Índice de Práticas de Gestão (IPG) a partir de 28 variáveis extraídas do Questionário do Diretor do SAEB 2023, organizadas em quatro dimensões: operações, monitoramento, metas e gestão de pessoas. A análise empírica utiliza microdados do SAEB 2023, contemplando uma amostra de 80.198 estudantes agrupados em 2545 escolas públicas baianas. Inicialmente, empregou-se a modelagem multinível de dois níveis, considerando a estrutura hierárquica dos dados, com alunos aninhados em escolas. Os resultados mostraram que o IPG Geral tornou-se estatisticamente significativo apenas após o controle pelas características do contexto escolar, sugerindo que sua associação com a proficiência depende da consideração simultânea dos fatores institucionais. Quando o índice foi decomposto em suas dimensões, apenas Operações permaneceu significativa. Por fim, o teste de robustez com efeitos fixos de município mostrou que a associação entre o IPG e a proficiência deixa de ser significativa quando a comparação é realizada apenas entre escolas pertencentes ao mesmo município, indicando que parte do efeito observado reflete características institucionais compartilhadas pelas redes municipais de ensino. Conclui-se que boas práticas de gestão escolar constituem mecanismo relevante para a melhoria do desempenho educacional, reforçando a importância de políticas públicas voltadas ao fortalecimento da capacidade de gestão dos diretores escolares.

This dissertation investigates the relationship between school management practices adopted by public school principals in the state of Bahia and the mathematics performance of 5thgrade students. Grounded in the Educational Production Function literature and evidence regarding the "principal effect," the research is based on the hypothesis that more effective management practices contribute positively to learning outcomes. To measure the quality of school management, a Management Practices Index (IPG) was constructed using 28 variables derived from the 2023 SAEB Principal Questionnaire, organized into four dimensions: operations, monitoring, goals, and people management. The empirical analysis utilizes microdata from SAEB 2023, covering a sample of 80.198 students grouped across 2,545 public schools in Bahia. Initially, a two-level multilevel model was employed to account for the hierarchical structure of the data, with students nested within schools. The results showed that the Overall IPG became statistically significant only after controlling for school context characteristics, suggesting that its association with proficiency depends on the simultaneous consideration of institutional factors. When the index was decomposed into its dimensions, only "Operations" remained significant. Finally, a robustness test using municipality fixed effects revealed that the association between the IPG and proficiency loses significance when comparisons are made solely between schools within the same municipality; this indicates that part of the observed effect reflects institutional characteristics shared by municipal school systems. The study concludes that sound school management practices are a relevant mechanism for improving educational performance, reinforcing the importance of public policies aimed at strengthening the management capacity of school principals.

O trabalho doméstico remunerado, uma das ocupações mais antigas e feminilizadas do Brasil, é considerado nesta pesquisa como objeto historicamente constituído por desigualdades que interseccionam raça, gênero e classe. A partir de 2003, políticas de valorização do salário mínimo, ampliação dos direitos trabalhistas e programas sociais fortaleceram a formalização e melhoraram as condições de vida das trabalhadoras domésticas. Contudo, a adoção de políticas de austeridade fiscal a partir de 2015, intensificada após 2016, pode ter revertido parte desses avanços. Com esse panorama, esta dissertação se propõe a analisar os impactos das políticas fiscais sobre o trabalho doméstico no período de 2012 a 2024, articulando dados da PNAD Contínua (IBGE) a referenciais teóricos da colonialidade, do feminismo negro e da economia do cuidado. Vimos que a análise dos indicadores da PNAD Contínua, articulada à literatura sobre austeridade e reprodução social, é consistente com a interpretação de que a austeridade fiscal contribuiu para agravar a informalidade, reduzir a renda média e ampliar a precarização das relações de trabalho, especialmente entre mulheres negras. Os resultados indicam que as medidas de contenção de gastos públicos reforçam estruturas patriarcais e coloniais, deslocando responsabilidades de cuidado para os domicílios e aprofundando desigualdades estruturais. Conclui-se que políticas fiscais não são neutras: moldam e reproduzem hierarquias sociais, especialmente no capitalismo dependente brasileiro. O estudo aponta para a necessidade de revalorizar o cuidado como fundamento econômico e social, orientando políticas públicas que coloquem a sustentabilidade da vida no centro da ação estatal.

Paid domestic work, one of Brazil’s oldest and most feminized occupations, is viewed in this research as a field historically shaped by inequalities intersecting race, gender, and class. From 2003 onwards, policies aimed at boosting the minimum wage, expanding labor rights, and implementing social programs fostered formal employment and improved living conditions for domestic workers. However, the adoption of fiscal austerity policies starting in 2015, intensified after 2016, may have reversed some of these gains. Against this backdrop, this dissertation analyzes the impact of fiscal policies on domestic work between 2012 and 2024, integrating data from the Continuous PNAD (IBGE) with theoretical frameworks regarding coloniality, black feminism, and the care economy. The analysis of Continuous PNAD indicators, combined with literature on austerity and social reproduction, supports the interpretation that fiscal austerity exacerbated informality, reduced average income, and increased the precariousness of labor relations, particularly among black women. The results indicate that public spending restraint measures reinforce patriarchal and colonial structures, shifting care responsibilities onto households and deepening structural inequalities. The study concludes that fiscal policies are not neutral; they shape and reproduce social hierarchies, particularly within the context of brazilian dependent capitalism. It highlights the need to revalue care as an economic and social foundation, guiding public policies that place the sustainability of life at the center of state action.

A gestão escolar constitui um elemento relevante para a compreensão dos fatores associados ao desempenho dos estudantes, uma vez que o diretor exerce papel importante na organização administrativa e pedagógica da escola, na condução das equipes e na implementação das políticas educacionais. Esta dissertação tem como objetivo verificar se a forma de provimento do cargo de diretor em especial a escolha por eleição está associada ao rendimento dos estudantes nas exames do SAEB para o 5º ano EF, 9º ano EF e 3º ano do Ensino Médio no Estado da Bahia. Para tanto, foram utilizados utilizados os microdados censitários do SAEB 2017 (bases do Aluno e do Diretor) combinados a indicadores educacionais do INEP. A estratégia empírica consistiu na estimação de modelos de regressão por Mínimos Quadrados Ordinários (MQO) considerando progressivamente características dos alunos e das escolas e efeitos fixos de município. Os resultados mostram que, nas comparações mais simples, diretores escolhidos por mecanismos que envolvem eleição apresentam desempenho superior aos estudantes de escolas com diretores escolhidos por mecanismos que envolvem indicação. Entretanto, considerando características dos alunos, das escolas e efeitos fixos de município, não se encontra uma associação estatisticamente significativa e robusta entre a forma de provimento do diretor e a proficiência dos estudantes nas três etapas de ensino analisadas.

School management is a key factor in understanding the elements associated with student performance, given the principal's significant role in the school's administrative and pedagogical organization, team leadership, and the implementation of educational policies. This dissertation aims to determine whether the method of principal selection specifically election is associated with student performance on SAEB exams for the 5th and 9th grades of elementary/middle school and the 3rd year of high school in the state of Bahia. To this end, census microdata from the 2017 SAEB (Student and Principal datasets) were used in conjunction with educational indicators from INEP. The empirical strategy involved estimating Ordinary Least Squares (OLS) regression models that progressively incorporated student and school characteristics, as well as municipality fixed effects. The results indicate that, in simple comparisons, schools with principals selected through electoral mechanisms show higher student performance than those with principals selected through appointment mechanisms. However, when controlling for student and school characteristics and municipality fixed effects, no statistically significant or robust association is found between the method of principal selection and student proficiency across the three educational stages analyzed.

Esta tese investigou se a ineficácia das instituições jurídicas implica em maior intervenção governamental na economia, combinando três estudos complementares que conectam desempenho judicial, comportamento dos agentes econômicos e demanda por intervenção estatal. O primeiro artigo avaliou a eficiência dos Tribunais de Justiça do Brasil por meio da Análise de Fronteira Estocástica e estimou a demanda por Justiça. Os resultados indicaram que a morosidade judicial é o principal fator que desestimula a procura pelo Judiciário. Uma melhoria de 10% no tempo necessário para baixar processos pendentes aumenta a demanda por Justiça em 4%. Essas evidências reforçam conclusões da literatura econômica, segundo as quais a piora do desempenho judicial prejudica o ambiente econômico ao afetar mercados, investimentos e o crescimento das empresas. O segundo artigo examinou, em dados em painel para diversos países, a relação entre ineficácia jurídica e preferência por intervenção governamental, utilizando a origem legal dos países como instrumento para controlar a endogeneidade entre instituições e intervenção estatal. Os resultados demonstraram que um aumento de um ponto no indicador de eficácia do Estado de Direito reduz em 15% a demanda por governo empreendedor, com 99% de confiança estatística, mesmo após controlar por explicações alternativas da literatura. Isso sugere que a resolução eficiente de litígios privados reduz pressões políticas por intervenção direta do Estado na economia. O terceiro artigo apresentou um modelo teórico que integra elementos de Shavell (1984a) e Becker (1983) para explicar como falhas no sistema judicial afetam o padrão regulatório adotado pelo Estado. A baixa probabilidade de responsabilização civil diminui a capacidade de mobilização política das vítimas e fortalece o poder de pressão das empresas causadoras de acidentes. O modelo introduz uma forma funcional inédita para o padrão regulatório de precaução, permitindo compreender por que esse padrão pode diferir da expectativa de dano potencial do mercado. A inovação abre novas possibilidades para pesquisas em Economia do Direito e Escolha Pública, ao incorporar de maneira explícita o comportamento político de grupos de interesse na determinação das normas regulatórias. Em conjunto, os três artigos oferecem evidências teóricas e empíricas convergentes: a ineficácia das instituições jurídicas aumenta a demanda por intervenção governamental, seja pela via regulatória, pela pressão política de grupos afetados por falhas judiciais ou pela preferência social por um Estado mais ativo diante da incapacidade do sistema de Justiça em resolver conflitos privados. A originalidade da tese está em integrar métodos econométricos, mensuração de desempenho institucional e modelagem teórica para explicar um mesmo fenômeno sob diferentes perspectivas. Os resultados contribuem para o debate sobre o papel das instituições jurídicas no funcionamento dos mercados e na definição do tamanho e das funções do Estado.

This dissertation investigates whether the inefficacy of legal institutions leads to greater government intervention in the economy, combining three complementary studies that connect judicial performance, economic agents’ behavior, and the demand for state intervention. The first article assessed the efficiency of Brazilian State Courts using Stochastic Frontier Analysis and estimated the demand for justice. The results indicate that judicial delay is the main factor discouraging individuals from seeking the courts. A 10% improvement in the number of days required to conclude pending cases increases the demand for justice by 4%. These findings reinforce evidence from the economic literature showing that deteriorations in judicial performance harm the economic environment by affecting markets, investment decisions, firm growth, and international business conditions. The second article examined, using a panel dataset of countries, the relationship between judicial inefficacy and preferences for government intervention. It used countries’ legal origins as an instrumental variable to address potential endogeneity between institutional quality and state intervention. The results show that a one-point increase in the Rule of Law indicator reduces the demand for entrepreneurial government—defined as a preference for more direct state intervention in markets—by 19.9%, with 99% statistical confidence, even after controlling for alternative explanations proposed in the economic literature. This suggests that more efficient judicial resolution of private disputes reduces political pressures for direct state involvement in economic activities. The third article developed a theoretical model combining insights from Shavell (1984a) and Becker (1983) to explain how failures in the judicial system influence the regulatory standards adopted by the government. A low probability of civil liability reduces victims’ ability to mobilize politically while strengthening the influence of firms responsible for accidents. The model introduces a novel functional form for explaining how the regulatory precaution standard may diverge from the expected market-based damage level, as originally presented by Shavell (1984a). This innovation enables a more precise understanding of how regulatory standards emerge from political interactions and offers new pathways for research in Law and Economics and Public Choice by explicitly incorporating the behavior of interest groups in the determination of regulatory rules. Taken together, the three articles offer convergent theoretical and empirical evidence: the inefficacy of legal institutions increases the demand for government intervention, whether through regulatory expansion, political pressure from groups affected by judicial failures, or social preferences for a more active state when the judicial system is unable to resolve private conflicts efficiently. The originality of the dissertation lies in integrating econometric methods, institutional performance measurement, and theoretical modeling to explain a single phenomenon from multiple perspectives. The results contribute to the broader debate on the role of legal institutions in market functioning and in shaping the size and functions of the state.

Esta Tese apresenta dois ensaios sobre a Economia da Educação. Baixo desempenho e incompatibilidade — uma situação em que os estudantes estariam em melhor situação se não estivessem matriculados em determinada universidade — são os principais pontos de debate sobre as políticas de Ação Afirmativa no ensino superior. Percepções equivocadas sobre o curso e falta de preparação adequada são apontadas como as principais causas desses problemas. No entanto, e se outras causas explicarem o desempenho inferior dos estudantes beneficiados por ações afirmativas? Utilizando dois ricos conjuntos de dados administrativos e uma regra de admissão de uma universidade de ponta no Brasil que divide os estudantes em duas turmas, no Capítulo 1 aplicamos um desenho de regressão descontínua para estudar o efeito da alocação em turmas sobre o desempenho acadêmico e no mercado de trabalho. O último aluno da primeira turma terá colegas de maior habilidade, mas uma posição ordinal inferior à do primeiro aluno da segunda turma. Esses efeitos geralmente atuam em direções opostas. Os principais resultados sugerem que estudantes de ações afirmativas nos cursos de tecnologia e ciências da saúde são negativamente impactados por serem o último aluno da primeira turma. No Capítulo 2, o estudo busca investigar os efeitos do bullying sobre o desempenho acadêmico de alunos de escolas públicas ensino fundamental na cidade de Recife, utilizando dados coletados pela Fundação Joaquim Nabuco em 2017 e 2018. Com base em informações detalhadas sobre características individuais dos alunos, resultados acadêmicos e experiências relatadas de bullying, a pesquisa pretende aplicar as metodologias de emparelhamento por Escore de Propensão (Propensity Score Matching – PSM) e Diferenças em Diferenças (Difference-in-Differences – DID) para estimar esses efeitos. O capítulo busca contribuir com a literatura existente ao fornecer evidências empíricas robustas sobre os impactos nocivos do bullying e ao oferecer insights que possam apoiar o desenvolvimento de programas e intervenções escolares eficazes para prevenir e enfrentar o problema.

This thesis presents two essays on the economics of education. Low performance and mismatch – a situation where students would be better off if not enrolled in a specific university – is the main debate about Affirmative Action policies in higher education. Miss-perception about the major and lack of proper preparation are appointed as the main causes of these problems. However, what if other causes explain the affirmative action students’ lower performance? Using two rich administrative data sets and a rule of admission at one top university in Brazil that splits students into two classes, in Chapter 1 we apply a regression discontinuity design to study the effect of class allocation on academic performance and labor market out- comes. The last student of the first class will have higher-ability peers but a lower ordinal rank than the first student of the second class. These effects usually play in different directions. The main results suggest that affirmative action students in technology and health sciences majors are negatively impacted by being the last student in the first class. In Chapter 2, this study aims to investigate the effects of bullying on the academic performance of elementary school students in Recife, using data collected by the Joaquim Nabuco Foundation in 2017 and 2018. Based on detailed information about students' individual characteristics, academic outcomes, and reported experiences with bullying, the research intends to apply Propensity Score Matching (PSM) and Difference-in-Differences (DID) methodologies to estimate these effects. The chapter seeks to contribute to the existing literature by providing robust empirical evidence on the harmful impacts of bullying and by offering insights that may support the development of effective school-based programs and interventions to prevent and address the issue.

A ampliação dos processos produtivos, científicos e sócio-organizativos da Agroecologia depende de diversos fatores, inclusive de um conjunto de aspectos econômicos, cíclicos e estruturais, que são inseparáveis da realidade dos territórios, e do papel do Estado. Estes aspectos socioeconômicos são ainda mais importantes quando se pretende avançar de processos agroecológicos alternativos, de alcance reduzido, para a transformação do sistema agroalimentar, e para uma perspectiva mais ampla de Desenvolvimento Territorial. Entretanto, a abordagem da Economia dentro da Agroecologia pode não estar correspondendo, de forma suficiente, ao alcance dos seus próprios princípios e objetivos. Diante disto, a autoavaliação da abordagem da Economia na Agroecologia pode representar um importante desafio para a ampliação de processos agroecológicos. E muito além disto, a autoavaliação pode representar um tema chave para a potencialização das diversas dimensões da Agroecologia, estimulando a maior integração entre desafios analíticos, instrumentais e metodológicos, com as demandas das entidades agroecológicas e dos territórios. A presente pesquisa identifica necessidades e possibilidades de novas abordagens da Economia, do papel do Estado e de processos de autoavaliação, tanto no âmbito geral da Agroecologia, quanto no âmbito de suas convergências com a Economia Solidária, em uma perspectiva de Desenvolvimento Territorial. Neste sentido, foi identificado um conjunto amplo de desafios analíticos, conceituais, instrumentais e metodológicos, assim como foram desenvolvidos novos conceitos e propostas, como os desafios estruturantes, desafios condicionantes, autonomia sistêmica, autoavaliação em rede e incidência sistêmica nas políticas públicas.

The expansion of productive, scientific, and socio-organizational processes in Agroecology depends on several factors, including a set of economic, cyclical, and structural aspects that are inseparable from the reality of the territories and the role of the State. These socioeconomic aspects become even more important when the aim is to move from alternative agroecological processes of limited scope toward the transformation of the agri-food system and a broader perspective of Territorial Development. However, the approach to Economics within Agroecology may not be sufficiently corresponding to the achievement of its own principles and objectives. Therefore, self-evaluation of the approach to Economics in Agroecology can represent an important challenge for the expansion of agroecological processes. Furthermore, self-evaluation can be a key theme for enhancing the various dimensions of Agroecology, stimulating greater integration between analytical, instrumental, and methodological challenges with the demands of agroecological entities and territories. This research identifies needs and possibilities for new approaches to Economics, the role of the State, and self-evaluation processes, both within the general scope of Agroecology and within the scope of its convergences with the Solidarity Economy, from a Territorial Development perspective. In this sense, a broad set of analytical, conceptual, instrumental, and methodological challenges was identified, as well as new concepts and proposals, such as structuring challenges, conditioning challenges, systemic autonomy, network self-evaluation, and systemic impact on public policies.

Esta tese investiga as desigualdades educacionais no ensino fundamental brasileiro por meio de análises integradas nos níveis individual, escolar e municipal. Estruturado em três ensaios, o trabalho examina como fatores pedagógicos, institucionais e de gestão influenciam o desempenho estudantil. O primeiro ensaio analisa a correspondência de sexo entre professor e aluno utilizando microdados do Saeb 2023. Modelos multinível indicam que, no 5º ano, a predominância de professoras não reduz a desvantagem das meninas em Matemática. No 9º ano, entretanto, a presença de professoras exerce efeito positivo e significativo sobre o desempenho das alunas, sugerindo que o papel de modelo de referência (role model) torna-se mais relevante na etapa final do ensino fundamental. O segundo ensaio investiga desigualdades intra-rede, examinando o papel da gestão escolar no município de Salvador. Avalia-se o impacto do uso de uma plataforma de monitoramento de dados educacionais no desempenho dos estudantes. Estimadores baseados em escore de propensão evidenciam que o uso da plataforma está positivamente associado ao desempenho, especialmente em escolas com maior capacidade organizacional, reforçando a gestão baseada em evidências como instrumento de redução de desigualdades. O terceiro ensaio analisa a recuperação da aprendizagem pós-pandemia entre municípios brasileiros. A partir da construção do Índice de Qualidade Institucional Municipal (IQIM) e do Índice de Resposta Educacional Municipal à Pandemia (IREMP), demonstra-se que a robustez das ações emergenciais adotadas pelas redes municipais foi mais decisiva que a capacidade institucional prévia para mitigar perdas e acelerar a recuperação entre 2021 e 2023. Em conjunto, os resultados indicam que a equidade educacional depende de ações coordenadas entre sala de aula, escolas e redes municipais. A tese oferece subsídios para políticas públicas orientadas à eficiência, ao fortalecimento da gestão escolar e à redução das desigualdades educacionais no Brasil.

This thesis investigates educational inequalities in Brazilian elementary education through integrated analyses at the individual, school, and municipal levels. Structured in three essays, the work examines how pedagogical, institutional, and management factors shape student performance. The first essay analyzes teacher–student gender matching using microdata from the 2023 Saeb assessment. Multilevel models indicate that, in the 5th grade, the predominance of female teachers does not reduce girls’ disadvantage in Mathematics. In the 9th grade, however, being taught by a female teacher has a positive and significant effect on girls’ performance, suggesting that the role model mechanism becomes more influential in the later years of elementary schooling. The second essay investigates within-network inequalities by examining the role of school management in the municipality of Salvador. It evaluates the impact of using an educational data-monitoring platform on student achievement. Propensity score–based estimators show that platform use is positively associated with performance, particularly in schools with stronger organizational capacity, reinforcing evidence-based management as a tool for reducing educational disparities. The third essay analyzes post-pandemic learning recovery across Brazilian municipalities. Using the Municipal Institutional Quality Index (IQIM) and the Municipal Educational Response to the Pandemic Index (IREMP), the study demonstrates that the robustness of emergency actions implemented by municipal school systems was more decisive than preexisting institutional capacity in mitigating learning losses and accelerating recovery between 2021 and 2023. Taken together, the findings show that educational equity depends on coordinated actions across classrooms, schools, and municipal systems. The thesis provides evidence to inform public policies focused on efficiency, strengthening educational management, and reducing educational inequalities in Brazil.

A produção pública de medicamentos é um elemento estratégico para a sustentabilidade do Sistema Único de Saúde (SUS) e para a autonomia sanitária nacional, principalmente diante da grande dependência externa de insumos farmacêuticos ativos (IFAs) e das vulnerabilidades expostas em crises sanitárias recentes. Nesse contexto, o fortalecimento dos LFOs demanda instrumentos analíticos capazes de orientar decisões de longo prazo, articulando necessidades epidemiológicas, capacidade produtiva e desenvolvimento tecnológico. Esta pesquisa teve como objetivo gerar informações qualificadas para subsidiar a política de desenvolvimento industrial voltada à produção pública de medicamentos, com base na abordagem de technology foresight. Metodologicamente, trata-se de um estudo prospectivo com especialistas da área, utilizando amostragem não probabilística por bola de neve. Os dados coletados foram sistematizados e analisados com o auxílio da linguagem R, o que permitiu a construção de um Mapa de Prioridades para orientar a atuação dos LFOs no horizonte de dez anos. Os principais resultados evidenciam que a dependência externa de IFAs e o subfinanciamento dos laboratórios são percebidos como entraves estruturais. A redução de custos para o SUS foi apontada como o benefício de maior impacto, enquanto a produção de IFAs recebeu prioridade máxima. Destacaram-se, nos diferentes desafios de saúde, medicamentos estratégicos como insulina humana recombinante, antirretrovirais, trastuzumabe, eculizumabe e vacina contra dengue. A análise da composição do Mapa de Prioridades indicou a necessidade de uma ação coordenada para garantir a segurança assistencial, superar a dependência tecnológica e fortalecer a resiliência prospectiva. Conclui-se que a produção pública de medicamentos deve ser consolidada como eixo estruturante da soberania sanitária, deixando de ser uma resposta reativa às crises para se tornar uma política de Estado orientada por evidências e planejamento de longo prazo. Esse estudo contribui ao oferecer subsídios para a formulação de políticas industriais, propondo um instrumento metodológico de priorização estratégica que integra prospecção tecnológica, demandas epidemiológicas e capacidade produtiva nacional.

The public production of medicines is a strategic element in ensuring the sustainability of the Unified Health System (SUS) and achieving national health autonomy. This is particularly important given the high level of dependence on foreign active pharmaceutical ingredients (APIs) and the vulnerabilities exposed during recent health crises. In this context, strengthening LFOs requires analytical tools capable of guiding long-term decisions by articulating epidemiological needs, productive capacity and technological development. The aim of this research was to generate information to inform industrial development policy focused on public drug production, based on the technology foresight approach. Methodologically, this is a futureoriented study involving experts in the field and using non-probabilistic snowball sampling. The collected data were systematised and analysed using the R language, enabling the construction of a Priority Map to guide the actions of the LFOs over a ten-year period. The main results revealed that external dependence on APIs and underfunding of laboratories were perceived as structural barriers. Reducing costs for the Unified Health System (SUS) was identified as the most impactful benefit, while API production was given top priority. Strategic medicines such as recombinant human insulin, antiretrovirals, trastuzumab, eculizumab and the dengue vaccine were identified as being among the different health challenges. Analysis of the Priority Map revealed the necessity for coordinated action to ensure healthcare security, reduce technological dependence and enhance future resilience. It was concluded that public drug production should be consolidated as a key pillar of health sovereignty, moving away from a reactive response to crises and becoming an evidence-based, long-term state policy. This study makes a contribution by offering support for the formulation of industrial policies and by proposing a methodological instrument for strategic prioritisation that integrates technological prospecting, epidemiological demands and national production capacity.

As mudanças climáticas estão intensificando as vulnerabilidades ambientais e de saúde, particularmente em países de baixa e média renda, onde os déficits de infraestrutura e a urbanização desigual aumentam a exposição ao risco. Esta tese investiga o papel da infraestrutura de água, saneamento e higiene (WASH) na configuração das condições ambientais, do bem-estar e da vulnerabilidade sob as mudanças climáticas. Combinando a avaliação de impacto causal com uma revisão de escopo global, a tese examina como sistemas de esgoto simplificados interagem com riscos ambientais, bem-estar familiar e desfechos de saúde sensíveis ao clima. O primeiro capítulo descreve a intervenção de esgotamento simplificado avaliada nos dois capítulos subsequentes, bem como as principais características do projeto, incluindo a amostra do estudo, a área de intervenção e o período de acompanhamento. O segundo capítulo avalia os efeitos do sistema de esgoto simplificado implementado em favelas em Salvador, Brasil. Utilizando a metodologia de diferenças em diferenças com efeitos fixos, a análise mostra que a intervenção gerou melhorias substanciais nas condições ambientais, incluindo reduções na exposição ao esgoto a céu aberto e no transbordamento de águas residuais. Contudo, esses ganhos não se traduziram em melhorias robustas a curto prazo nos resultados de bem-estar, sugerindo que as melhorias ambientais por si só podem ser insuficientes para superar vulnerabilidades estruturais mais amplas. O terceiro capítulo examina se a infraestrutura de esgoto simplificada pode funcionar como uma forma de adaptação climática, reduzindo o risco ambiental. Explorando a variação na intensidade das chuvas ao longo dos períodos pós-intervenção, os resultados sugerem que a intervenção se torna mais eficaz sob maior estresse hidrológico. Embora as estimativas de médio prazo indiquem reduções na ocorrência de deslizamentos de terra, esses efeitos desaparecem quando as dinâmicas pré-intervenção são consideradas. A análise também revela efeitos mais fortes em áreas de encosta geograficamente vulneráveis, destacando a importância das condições ambientais locais e da vulnerabilidade espacial. O quarto capítulo apresenta uma revisão global de estudos quantitativos que examinam a relação entre variáveis climáticas e doenças infecciosas relacionadas a WASH (água, saneamento e higiene). A revisão revela uma concentração de evidências em países de clima temperado e de renda média-alta ou alta, apesar da maior vulnerabilidade das regiões tropicais e de baixa renda. Em diversos estudos, temperaturas mais elevadas estão consistentemente associadas a um aumento nos desfechos adversos de doenças bacterianas, o que destaca a importância de sistemas de água, saneamento e higiene (WASH) resilientes às mudanças climáticas para a adaptação da saúde pública, bem como para a adaptação econômica. Em conjunto, as descobertas demonstram que a infraestrutura de WASH desempenha um papel crucial na melhoria ambiental e na adaptação climática, mas que investimentos isolados podem ter efeitos limitados sobre o bem-estar e a resiliência quando implementados em contextos marcados por desigualdade espacial, vulnerabilidade climática e restrições institucionais. Esta tese contribui para a literatura sobre economia urbana e do desenvolvimento e avaliação de impacto da melhoria de favelas e saneamento, bem como sobre mudanças climáticas e saúde pública, ao mostrar que uma adaptação eficaz requer políticas de infraestrutura integradas capazes de abordar a natureza multidimensional da vulnerabilidade.

Climate change is intensifying environmental and health vulnerabilities, particularly in low- and middle-income countries where infrastructure deficits and unequal urbanisation increase risk exposure. This thesis investigates the role of water, sanitation, and hygiene (WASH) infrastructure in shaping environmental conditions, well-being, and vulnerability under climate change. Combining causal impact evaluation with a global scoping review, the thesis examines how simplified sewage systems interact with environmental hazards, household well-being, and climate-sensitive health outcomes. The first chapter describes the simplified sewage system intervention evaluated in the two subsequent chapters, as well as the main characteristics of the project, including the study sample, intervention area, and follow-up period. The second chapter evaluates the effects of the simplified sewage system implemented in informal settlements (favelas) in Salvador, Brazil. Using difference-in-differences framework with fixed effects, the analysis shows that the intervention generated substantial improvements in environmental conditions, including reductions in open sewage exposure and wastewater overflow. However, these gains did not translate into robust short-term improvements in well-being outcomes, suggesting that environmental improvements alone may be insufficient to overcome broader structural vulnerabilities. The third chapter examines whether simplified sewage infrastructure can function as a form of climate adaptation by reducing environmental risk. Exploiting variation in rainfall intensity across post-intervention periods, the results suggest that the intervention becomes more effective under greater hydrological stress. Although medium-run estimates indicate reductions in landslide occurrence, these effects disappear once preintervention dynamics are considered. The analysis also reveals stronger effects in geographically vulnerable hillside areas, highlighting the importance of local environmental conditions and spatial vulnerability. The fourth chapter presents a global scoping review of quantitative studies examining the relationship between climatic variables and WASH-related infectious diseases. The review reveals a concentration of evidence in temperate and uppermiddle-income or high-income countries, despite the greater vulnerability of tropical and lower-income regions. Across studies, higher temperatures are consistently associated with increased bacterial disease adverse outcomes, highlighting the importance of climate-resilient WASH systems for public health adaptation, as well as economic adaptation. Taken together, the findings demonstrate that WASH infrastructure plays a critical role in environmental improvement and climate adaptation, but that isolated investments may have limited effects on well-being and resilience when implemented in contexts marked by spatial inequality, climate vulnerability, and institutional constraints. This thesis contributes to the literature on urban and development economics and impact assessment of slum upgrading and sanitation, as well as climate change and public health, by showing that effective adaptation requires integrated infrastructure policies capable of addressing the multidimensional nature of vulnerability.

O objeto de estudo deste trabalho se constituiu na investigação do impacto dos processos educativos na perspectiva da geração de renda e à emancipação do cidadão no contexto do desenvolvimento socioeconômico local e regional, promovido pelo Instituto Federal de Educação, Ciência e Tecnologia do Norte de Minas Gerais-IFNMG, após 17 anos de sua criação. A abordagem metodológica consistiu em pesquisa quantitativa de cunho descritivo. Para tanto utilizou-se a triangulação de métodos. A partir da perspectiva de um paradigma interpretativista, o impacto da instalação do IFNMG foi analisado em duas dimensões: desempenho econômico (PIB per capita e renda média) e educacional (número de graduados e matriculados em cursos de especialização (lato e scricto sensu). O método de Diferenças em Diferenças (DiD) foi empregado para identificar o efeito causal da política, assumindo que, sem a intervenção, as diferenças entre municípios tratados (com campus) e não tratados (sem campus) teriam permanecido constantes. O modelo estimado considerou variáveis que capturam características estruturais dos municípios e utiliza erros-padrão robustos à heterocedasticidade, assegurando confiabilidade nas estimativas. A análise também incorporou a Teoria do SROI para evidenciar o impacto social da política, incluindo métodos qualitativos e quantitativos, com foco nos stakeholders e nos resultados gerados pela instituição ao longo do tempo. O cálculo do SROI do IFNMG revelou que, considerando apenas o impacto direto da renda dos formandos em um ano, para cada R$ 1,00 investido, há um retorno social de R$ 1,98. A projeção para cinco anos indica um retorno acumulado de quase cinco vezes esse investimento. A análise do SROI traduziu ainda, dados estatísticos em valor social monetizado, evidenciando que, embora o PIB per capita e a Renda média não tenha apresentado impactos diretos significativos, um Valor Presente Líquido (VPL) Social de R$ 412,3 milhões indicou um retorno econômico robusto. A estatística descritiva da população indicou que os municípios de controle são, em sua maioria, pequenos, enquanto os de tratamento são muito mais populosos, com médias de 13.714 e 87.306 habitantes, respectivamente. O PIB per capita também mostrou uma clara disparidade inicial, com os municípios tratados apresentando valores superiores, embora ambos os grupos tenham experimentado crescimento substancial. Em 2021, o PIB per capita médio foi de R$ 19.427,40 para o controle e R$ 20.907,92 para o tratamento. A renda média municipal aumentou, com o controle subindo para R$ 1.621,37 e o tratamento para R$ 2.000,20 até 2021. No que tange à formação superior, a quantidade de graduados aumentou de 477 para 1.068 nos municípios de controle e de 5.192 para 11.326 nos municípios de tratamento entre 2010 e 2021, indicando um crescimento notável da educação superior. Outro achado importante foi o aumento nas matrículas em cursos de especialização, que não se verificou no grupo controle, sugerindo um benefício exclusivo e localizado do grupo tratamento. O estudo observou também que, apesar da ausência de um impacto econômico imediato, sobretudo, nos municípios adjacentes, há evidências de efeitos de transbordamento, indicando que a transformação ocorre além dos limites das cidades com campus. Apesar da necessidade de maturação nos investimentos educacionais, os resultados reforçam que o capital humano já gera benefícios sociais próximos de R$ 1 bilhão.

The object of study in this work was to investigate the impact of educational processes on income generation and citizen empowerment within the context of local and regional socioeconomic development, promoted by the Federal Institute of Education, Science and Technology of Northern Minas Gerais (IFNMG), 17 years after its creation. The methodological approach consists of quantitative research of a descriptive nature. A triangulation of methods was used for this purpose. From an interpretative paradigm perspective, the impact of the IFNMG's installation was developed in two dimensions: economic performance (GDP per capita and average income) and educational performance (number of graduates and students enrolled in specialization courses (lato and stricto sensu)). The Difference-in-Differences (DiD) method was employed to identify the causal effect of the policy, assuming that, without the intervention, the differences between treated (with campus) and untreated (without campus) municipalities have constant values. Estimated results capture structural characteristics of the municipalities and use standard errors robust to heteroscedasticity, ensuring reliability in the estimates. The analysis also incorporated SROI theory to highlight the social impact of the policy, including qualitative and quantitative methods, focusing on stakeholders and the results generated by the institution over time. The IFNMG's SROI calculation revealed that, considering only the direct impact of graduates' income in one year, for every R$1.00 invested, there is a social return of R$1.98. The five-year projection indicates a cumulative return of almost five times this investment. The SROI analysis also translated statistical data into monetized social value, showing that, although GDP per capita and average income did not present significant direct impacts, a Social Net Present Value (NPV) of R$412.3 million indicated a robust economic return. Descriptive population statistics indicated that the control municipalities are mostly small, while the treatment municipalities are much more populous, with averages of 13,714 and 87,306 inhabitants, respectively. GDP per capita also showed a clear initial disparity, with the treated municipalities presenting higher values, although both groups experienced substantial growth. In 2021, the average GDP per capita was R$ 19,427.40 for the control group and R$ 20,907.92 for the treatment group. Average municipal income increased, rising to R$ 1,621.37 in the control group and R$ 2,000.20 in the treatment group by 2021. Regarding higher education, the number of graduates increased from 477 to 1,068 in the control municipalities and from 5,192 to 11,326 in the treatment municipalities between 2010 and 2021, indicating a notable growth in higher education. Another important finding was the increase in enrollments in specialization courses, which was not observed in the control group, suggesting an exclusive and localized benefit for the treatment group. The study also observed that, despite the absence of an immediate economic impact, especially in adjacent municipalities, there is evidence of spillover effects, indicating that the transformation occurs beyond the limits of the cities with campuses. Despite the need for further development in educational investments, the results reinforce that human capital already generates social benefits close to R$ 1 billion.

A crise econômica de 2007 provocou impactos profundos na Europa e nos Estados Unidos. Essa crise teve início nos mercados secundários de hipotecas imobiliárias. A partir desta conjuntura, o objetivo desta tese foi investigar o rentismo imobiliário e o endividamento privado nas economias centrais. Na metodologia, Powell (2019) observa que a financeirização deve ser compreendida como um elemento contraditório, que é simultaneamente funcional e disfuncional para a acumulação capitalista, e não um desvio particular de sua expansão. Concordamos com Arrighi (2003), que afirma que a financeirização é um fenômeno de longo prazo; no entanto, concentramos nossa análise no período posterior à crise de 2007. Estudamos as teses sobre a financeirização da vida cotidiana em van der Zwan (2014), a soberania dos acionistas em Krippner (2005) e Stockhammer (2004), e o aumento dos motivos financeiros e das finanças em empresas não financeiras em Epstein (2005). Verificamos, em Aalbers (2008), que a financeirização do mercado imobiliário é um segmento importante para análise, pois os imóveis constituem a maior parcela do patrimônio das famílias. Entretanto, os imóveis passam a ser encarados como ativos especulativos, com capacidade de alavancagem pelos gestores universais de ativos. Analisamos o desenvolvimento da teoria da moeda na perspectiva marxista em Teixeira (2019), da renda diferencial marxista em Ehara (2023), do capital fictício em Palludeto e Rossi (2022) e do capital imobiliário urbano em Topolov (1973). Descrevemos aspectos gerais da economia monetária da produção em Dow (2020), bem como alguns elementos da teoria pós-keynesiana em Lavoie (2022) e Carvalho (2020). Enfatizamos a importância de uma análise macroeconômica integrada entre o lado real e financeiro da economia; para tanto, apresentamos o modelo Stock Flow Consistent (SFC) e as condições macroeconômicas que favorecem a financeirização, conforme Lavoie (2022). Em Macedo e Silva & Nascimento (2017), observamos, por meio de modelos SFC, a importância de estudar o efeito renda na economia, pois o efeito puzzling é fundamental para compreender os impactos macroeconômicos da valorização de ativos no setor imobiliário. Segundo Bartsher et al. (2025), a construção de moradias foi um elemento determinante para o crescimento da economia estadunidense no pós-guerra; entretanto, o endividamento das famílias, superior à renda, criou as condições para a crise subprime de 2007. Abordamos os desafios da mensuração da financeirização em Assa (2017) e Basu e Foley (2019). Observamos, em Fernandez e Aalbers (2016), que a financeirização do mercado imobiliário é um elemento central do sistema capitalista e vetor de sua expansão global. Verificamos, em Garcia e Statford (2026), que, no Reino Unido, a grande maioria dos ativos imobiliários apresenta retorno sobre o patrimônio realizável acima das categorias comparáveis de maior risco relativo. Analisamos, em Gabor e Kohl (2022), que a fragilização da classe trabalhadora e do Estado de bem-estar social favoreceu a expansão dos investidores institucionais em mercados imobiliários privatizados, os quais estão cada vez mais concentrados. Por fim, descrevemos os impactos da crise habitacional nos EUA e na Europa, bem como a mobilização popular em prol de reformas.

The 2007 economic crisis had profound impacts on Europe and the United States. This crisis originated in secondary mortgage markets. Against this backdrop, the objective of this thesis was to investigate real estate rent-seeking and private indebtedness in core economies. Regarding methodology, Powell (2019) observes that financialization should be understood as a contradictory element—simultaneously functional and dysfunctional for capitalist accumulation—rather than a mere deviation from its expansion. We concur with Arrighi (2003) that financialization is a long-term phenomenon; however, we focus our analysis on the period following the 2007 crisis. We examine theories concerning the financialization of everyday life (van der Zwan, 2014), shareholder sovereignty (Krippner, 2005; Stockhammer, 2004), and the rise of financial motives and financial activities within non-financial firms (Epstein, 2005). Drawing on Aalbers (2008), we identify the financialization of the real estate market as a crucial area of analysis, given that real estate constitutes the largest share of household wealth. However, real estate has come to be viewed as a speculative asset, capable of being leveraged by universal asset managers. We analyze the development of monetary theory from a Marxist perspective (Teixeira, 2019), Marxist differential rent (Ehara, 2023), fictitious capital (Palludeto & Rossi, 2022), and urban real estate capital (Topolov, 1973). We outline general aspects of the monetary economy of production (Dow, 2020) as well as elements of Post-Keynesian theory (Lavoie, 2022; Carvalho, 2020). We emphasize the importance of a macroeconomic analysis that integrates the real and financial sides of the economy; To this end, we present the Stock-Flow Consistent (SFC) model and the macroeconomic conditions that foster financialization, following Lavoie (2022). Drawing on Macedo e Silva and Nascimento (2017), we observe—through SFC models—the importance of studying the income effect within the economy, as the "puzzling effect" is fundamental to understanding the macroeconomic impacts of asset appreciation in the real estate sector. According to Bartsher et al. (2025), housing construction was a key driver of US economic growth in the post-war era; however, household debt levels exceeding income created the conditions for the 2007 subprime crisis. We address the challenges of measuring financialization as discussed by Assa (2017) and Basu and Foley (2019). Fernandez and Aalbers (2016) show that the financialization of the real estate market is a central element of the capitalist system and a driver of its global expansion. Garcia and Statford (2026) find that, in the United Kingdom, the vast majority of real estate assets yield a return on realizable equity that exceeds that of comparable categories with higher relative risk. Gabor and Kohl (2022) analyze how the weakening of the working class and the welfare state facilitated the expansion of institutional investors into increasingly concentrated, privatized real estate markets. Finally, we describe the impacts of the housing crisis in the US and Europe, as well as popular mobilization in favor of reform.

Esta tese analisa a obesidade no Brasil sob a perspectiva da economia da saúde, investigando suas relações com desigualdades socioeconômicas, custos hospitalares e impactos previdenciários sobre o mercado de trabalho formal. O estudo parte da compreensão de que a obesidade ultrapassa a dimensão clínica individual, constituindo-se como um fenômeno econômico e social associado às transformações alimentares, produtivas e demográficas ocorridas nas últimas décadas. O segundo capítulo analisa a evolução do excesso de peso e sua relação com características socioeconômicas e ocupacionais da população brasileira. Para isso, foram utilizados microdados da Pesquisa de Orçamentos Familiares (POF 2002-2003 e 20082009) e das Pesquisas Nacionais de Saúde (PNS 2013 e 2019). Os resultados evidenciam crescimento persistente da obesidade em todas as regiões do país, com maior concentração entre mulheres, indivíduos de menor escolaridade e grupos socialmente mais vulneráveis. O terceiro capítulo investiga os custos hospitalares atribuíveis à obesidade no Sistema Único de Saúde (SUS). Foram utilizados microdados do Sistema de Informações Hospitalares do SUS (SIH/SUS), além de frações atribuíveis populacionais derivadas dos indicadores de Years Lived with Disability (YLD) do Global Burden of Disease (GBD), organizados em painéis municipais entre 2015 e 2023. O estudo estima internações, custos e dias de permanência relacionados às principais doenças associadas ao excesso de peso. Os resultados mostram crescimento expressivo dos custos hospitalares atribuíveis à obesidade. Além disso, os modelos econométricos indicam que aumentos na disponibilidade de leitos hospitalares dentro dos municípios estiveram associados a maiores custos e taxas de internação, enquanto melhorias nas condições socioeconômicas municipais, capturadas pelo IFDM, estiveram associadas à redução relativa das internações. O quarto capítulo analisa os impactos previdenciários e laborais da obesidade no mercado formal de trabalho brasileiro. Foram utilizados microdados administrativos do Instituto Nacional do Seguro Social (INSS), da Relação Anual de Informações Sociais (RAIS) e do SIH/SUS, combinados em modelos econométricos aplicados a painéis municipais entre 2015 e 2023. Os resultados evidenciam associação positiva entre variações nas internações atribuíveis à obesidade e benefícios previdenciários por incapacidade, especialmente entre mulheres e trabalhadores em idade produtiva. A análise também mostra que afastamentos mais longos se concentram entre trabalhadores homens, de menor renda e fortemente associados às doenças metabólicas e cardiovasculares relacionadas ao excesso de peso. As evidências sugerem que os impactos econômicos da obesidade extrapolam os custos hospitalares diretos, alcançando a Previdência Social e potencialmente comprometendo a capacidade produtiva da força de trabalho. Os resultados da tese reforçam que a obesidade constitui não apenas um problema de saúde pública, mas também um fenômeno econômico capaz de ampliar desigualdades sociais, pressionar os sistemas públicos de saúde e previdência e gerar impactos persistentes sobre o desenvolvimento econômico brasileiro.

This thesis analyzes obesity in Brazil from the perspective of health economics, investigating its relationship with socioeconomic inequalities, hospital costs, and social security impacts on the formal labor market. The study is based on the understanding that obesity extends beyond the individual clinical dimension, constituting an economic and social phenomenon associated with the nutritional, productive, and demographic transformations that have occurred over recent decades. The second chapter examines the evolution of overweight and obesity and their relationship with the socioeconomic and occupational characteristics of the Brazilian population. To this end, microdata from the Household Budget Surveys (POF 2002–2003 and 2008–2009) and the National Health Surveys (PNS 2013 and 2019) were used. The findings reveal a persistent increase in obesity across all regions of the country, with a higher prevalence among women, individuals with lower educational attainment, and socially vulnerable groups. The third chapter investigates hospital costs attributable to obesity within the Brazilian Unified Health System (SUS). Microdata from the SUS Hospital Information System (SIH/SUS) were used, along with population attributable fractions derived from the Years Lived with Disability (YLD) indicators of the Global Burden of Disease (GBD) study, organized into municipal panel datasets covering the period from 2015 to 2023. The study estimates hospital admissions, costs, and length of stay related to the major diseases associated with excess weight. The results indicate a substantial increase in hospital costs attributable to obesity. Furthermore, econometric models show that increases in the availability of hospital beds within municipalities were associated with higher hospitalization rates and greater healthcare expenditures, whereas improvements in municipal socioeconomic conditions, captured by the Firjan Municipal Development Index (IFDM), were associated with a relative reduction in hospitalization rates. The fourth chapter analyzes the social security and labor market impacts of obesity in Brazil's formal labor market. Administrative microdata from the National Institute of Social Security (INSS), the Annual Social Information Report (RAIS), and SIH/SUS were combined and analyzed using econometric models applied to municipal panel data from 2015 to 2023. The findings reveal a positive association between variations in obesity-attributable hospitalizations and disability-related social security benefits, particularly among women and individuals of working age. The analysis also shows that longer periods of work absence are concentrated among male workers with lower incomes and are strongly associated with metabolic and cardiovascular diseases related to excess weight. The evidence suggests that the economic impacts of obesity extend beyond direct hospital costs, reaching the social security system and potentially compromising the productive capacity of the workforce. The findings of this thesis reinforce that obesity constitutes not only a public health issue but also an economic phenomenon capable of exacerbating social inequalities, placing pressure on public health and social security systems, and generating persistent impacts on Brazil's economic development.

Educação de qualidade é fundamental para o desenvolvimento e crescimento econômico de um país, e isso depende de garantir o aprendizado dos estudantes. No Brasil, apesar da expansão do acesso à educação básica, persiste uma grave crise de aprendizagem na rede pública. Em 2021, apenas cerca de 51% e 37% dos estudantes do 5º ano atingiram níveis adequados em língua portuguesa e matemática. No 9º ano, esses percentuais foram ainda menores, com 35% e 15%. Diante desse cenário, choques adversos, como temperaturas elevadas, desastres naturais e pandemia de Covid-19 tendem a piorar ainda mais os resultados dos alunos. Esta tese investiga como diferentes tipos de choques afetam a aprendizagem por meio de três ensaios. O primeiro ensaio analisa os efeitos de choques climáticos sobre o desempenho escolar no 9º ano da rede pública entre 2007 e 2019, combinando dados do Saeb com informações meteorológicas diárias do Brazilian Daily Weather. A partir de um modelo de painel com efeitos fixos, os resultados indicam que um aumento de um desvio-padrão na temperatura de bulbo úmido reduz o desempenho em aproximadamente 0,12 desvio-padrão em língua portuguesa e matemática. O segundo ensaio examina os impactos de desastres naturais sobre o desempenho dos estudantes do 9º ano da rede pública de Santa Catarina, entre 2015 e 2023, utilizando dados do Atlas Brasileiro de Desastres Naturais e do Saeb. Os resultados mostram que o número absoluto de desastres não exerce impacto significativo sobre o desempenho escolar, enquanto a intensidade dos danos totais per capita está associada a impactos positivos, sugerindo mecanismos de adaptação e realocação de recursos. Por fim, o terceiro ensaio investiga a evolução da pobreza de aprendizagem no Brasil antes e após a pandemia, analisando como a severidade local da pandemia se relaciona com o desempenho escolar e de que forma a infraestrutura das escolas influenciou esses efeitos. Combinando dados de desempenho, matrícula, infraestrutura educacional e registros de saúde pública entre 2015 e 2023, o estudo estima modelos de painel e constrói um indicador de pobreza de aprendizagem. Os resultados indicam perdas substanciais de proficiência no período pós-pandemia, parcialmente mitigadas em escolas com melhor acesso a tecnologias educacionais. Em conjunto, os três ensaios mostram que choques adversos podem afetar significativamente a aprendizagem e tendem a ampliar desigualdades educacionais preexistentes. Os resultados destacam a importância de políticas voltadas à construção de sistemas educacionais resilientes, por meio de investimentos em infraestrutura, conectividade e gestão escolar, especialmente em contextos socialmente vulneráveis.

Quality education is fundamental for a country's development and economic growth, and this depends on ensuring student learning. In Brazil, despite the expansion of access to basic education, a serious learning crisis persists in the public school system. In 2021, only about 51% and 37% of 5th-grade students achieved adequate levels in Portuguese language and mathematics, respectively. In the 9th grade, these percentages were even lower, at 35% and 15%. Given this scenario, adverse shocks, such as high temperatures, natural disasters, and the Covid-19 pandemic, tend to further worsen student outcomes. Therefore, this thesis analyzes the impacts of these shocks on learning through three essays. The first essay investigates the effects of climate shocks on school performance in the 9th grade of the public school system between 2007 and 2019, combining performance data from Saeb with daily meteorological information from the Brazilian Daily Weather. The empirical method adopted is the panel data model with fixed effects. Using panel models with fixed effects, the results indicate that a one standard deviation increase in wet-bulb temperature reduces performance by approximately 0.11 standard deviations in Portuguese language and mathematics. The second essay analyzes the impacts of natural disasters on the performance of 9th-grade students in the public school system of Santa Catarina, between 2015 and 2023, using data from the Brazilian Atlas of Natural Disasters and Saeb. The results show that the absolute number of disasters does not have a significant impact on school performance, while the intensity of total damage per capita is associated with positive impacts, suggesting mechanisms of adaptation and resource reallocation. Finally, the third essay investigates learning poverty in Brazil before and after the pandemic, assessing how exposure to Covid -19 was associated with school performance and how school infrastructure influenced these effects. Based on data on performance, enrollment, infrastructure, and public health between 2015 and 2023, the study estimates panel models and constructs a learning poverty indicator. The results indicate substantial proficiency losses in the post-pandemic period, partially mitigated in schools with better access to educational technologies. Collectively, the three essays show that adverse shocks significantly affect learning and tend to exacerbate pre-existing educational inequalities. The results highlight the importance of policies aimed at building resilient educational systems through investments in infrastructure, connectivity, and school management, especially in socially vulnerable contexts.

O objetivo desta tese é analisar o papel dos setores de alta e média-alta intensidade tecnológica classificados pela OCDE na dinâmica econômica industrial das mesorregiões baianas entre os anos de 2010 e 2024. A indústria baiana adentra o século XXI enfrentando problemas de competitividade e estagnação de sua dinâmica produtiva, pautada no mesmo modelo do início do seu processo de industrialização na segunda metade do século passado: concentrado setorialmente no setor químico e petroquímico e espacialmente no entorno da Região Metropolitana de Salvador, além de enfrentar os desafios globais referentes às novas configurações políticas, econômicas e tecnológicas. Embasado neste cenário e na evidente importância do setor industrial para a economia baiana, efetuou-se uma síntese teórica acerca das relações da indústria e da tecnologia como indutor do desenvolvimento econômico, correlacionando esta síntese com a formação econômica da Bahia e seu processo de industrialização. Em seguida, foram feitos estudos de diagnósticos da indústria baiana por meio do método shift-share analysis tendo como variável base o emprego formal, bem como os índices de ligação para frente e para trás da matriz insumo-produto, com foco especial nos setores com mais intensidade tecnológica. A partir dos resultados obtidos, foram verificados indicativos de dinamismo e não dinamismo destas atividades e a relevância dos indutores de crescimento para tal condição, as vantagens e desvantagens competitivas mesorregionais e os encadeamentos produtivos relevantes. Com base nos resultados, foi elaborado um rank dos setores dessas atividades econômicas para cada mesorregião, no sentido de fornecer subsídios destinados à elaboração de políticas de desenvolvimento industrial para a Bahia na continuação deste século.

The objective of this thesis is to analyze the role of high and medium-high technology intensity sectors, as classified by the OCDE, in the industrial economic dynamics of the mesoregions of Bahia between 2010 and 2024. Bahia's industry enters the 21st century facing problems of competitiveness and stagnation in its productive dynamics, based on the same model as the beginning of its industrialization process in the second half of the last century: sectorally concentrated in the chemical and petrochemical sector and spatially in the area surrounding the Salvador Metropolitan Region, in addition to facing global challenges related to new political, economic, and technological configurations. Based on this scenario and the evident importance of the industrial sector for the Bahian economy, a theoretical synthesis was carried out regarding the relationships between industry and technology as drivers of economic development, correlating this synthesis with the economic formation of Bahia and its industrialization process. Subsequently, diagnostic studies of the Bahian industry were conducted using the shiftshare analysis method, with formal employment as the base variable, and forward and backward linkage indices of the input-output matrix, with a special focus on the most technologically intensive sectors. Based on the results obtained, indicators of dynamism and lack thereof in these activities were identified, as well as the relevance of growth drivers to this condition, the mesoregional competitive advantages and disadvantages, and the relevant productive linkages. From these results, a ranking of the sectors of these economic activities was developed for each mesoregion, in order to provide input for the development of industrial development policies for Bahia in the remainder of this century.

O objetivo desta tese é identificar, mediante exercício de technology foresight, as tecnologias com maior probabilidade de alcançar uso clínico na atenção à esclerose lateral amiotrófica (ELA) em um horizonte de 20 anos, bem como as condições que os especialistas consideram necessárias para essa transição, sob a hipótese de que as informações geradas podem ser relevantes para a condução de ações, programas e políticas no âmbito do Sistema Único de Saúde do Brasil (SUS). O método utilizado para identificação das future technologies consiste na consulta a um grande número de especialistas a partir de e-mails de autores em artigos indexados na base Web of Science, da Thomson Reuters, de editoriais de revistas especializadas. Foram selecionadas seis tecnologias com potencial para ter impacto futuro na atenção à ELA. Os especialistas entrevistados sinalizaram questões necessárias para que haja avanços na descoberta de novas tecnologias e para que se alcance um tratamento que propicie bem-estar aos seus acometidos e melhores perspectivas de cura.

The objective of this thesis is to identify—through a technology foresight exercise—the technologies most likely to reach clinical use in the care of amyotrophic lateral sclerosis (ALS) patients within a 20-year horizon, as well as the conditions experts deem necessary for this transition. This is based on the hypothesis that the information generated could be relevant for guiding actions, programs, and policies within Brazil's Unified Health System (SUS). The method used to identify these future technologies involved consulting a large number of experts, identified via author email addresses from articles indexed in Thomson Reuters' Web of Science database and from editorials in specialized journals. Six technologies with the potential to impact future ALS care were selected. The interviewed experts highlighted key issues required to advance the discovery of new technologies and to achieve a treatment that improves the well-being of those affected and offers better prospects for a cure.

Esta tese parte da premissa de que a análise macroeconômica tradicional, ao concentrar-se em grandes agregados, tende a negligenciar disparidades estruturais entre grupos demográficos. O objetivo é evidenciar que a heterogeneidade de gênero importa para a dinâmica macroeconômica e para seus efeitos distributivos no mercado de trabalho, manifestando-se em três dimensões: volatilidade dos ciclos, transmissão da política monetária e alocação ocupacional em períodos recessivos. A tese está estruturada em três ensaios complementares. O primeiro analisa se o aumento da participação feminina no mercado de trabalho contribui para reduzir a volatilidade do produto, do consumo e do investimento. A hipótese é que maior presença feminina pode exercer efeito estabilizador, associado não apenas à composição setorial do emprego, mas também a diferenças de comportamento, percepção de risco e suavização do consumo. Estima-se modelos estáticos e dinâmicos pelo método de momentos generalizado (GMM) com base em um banco de dados em painel de 143 países entre 1996 e 2023. O segundo ensaio analisa se os efeitos da política monetária contracionista sobre o emprego formal no Brasil são mais fortes para as mulheres, sob a hipótese de que choques monetários contracionistas podem produzir assimetrias entre trabalhadores e trabalhadoras, penalizando mais o emprego feminino, explicadas por canais que vão além da distribuição desigual dos trabalhadores entre setores cíclicos e não cíclicos. Utiliza-se dados do Brasil obtidos na Relação Anual de Informações Sociais (RAIS) entre 2010 e 2022, agregando-os por unidade federativa, setor econômico e gênero, então, são estimados modelos de painel com efeitos fixos para avaliar o impacto do nível de juros sobre estoque de emprego, admissões, desligamentos e salários reais. O terceiro ensaio examina a relação entre recessões econômicas e o diferencial de sobrequalificação entre homens e mulheres no mercado formal brasileiro. Mulheres, em média, ocupam posições que exigem escolaridade inferior àquela que possuem, em relação a homens com níveis comparáveis de escolaridade. O objetivo, portanto, é mostrar que esse diferencial se reduz em períodos de contração macroeconômica, sob a hipótese de que, nesses períodos, a queda no número de criação de vagas torna os processos seletivos mais restritivos, estreitando o acesso das mulheres mais qualificadas ao emprego formal. Utilizam-se dados da RAIS entre 2006 e 2022 para criar uma medida modal de sobrequalificação em células setor-ocupação-UF-gênero. Por meio de modelos de efeitos fixos de setor-ocupação e ano, é verificado se o impacto das recessões sobre o descompasso ocupacional de gênero se reduz, considerando a exposição dos setores ao ciclo econômico. Os resultados mostram que a participação feminina está associada à redução da volatilidade macroeconômica, especialmente em economias de maior renda, enquanto os demais ensaios evidenciam que choques macroeconômicos produzem efeitos mais adversos sobre as mulheres, ainda que por canais distintos: o aperto monetário eleva relativamente os desligamentos femininos e freia o crescimento de seus salários reais, enquanto as recessões restringem a entrada das mulheres no emprego formal e deterioram a qualidade de sua alocação ocupacional. Em conjunto, os três ensaios reforçam que a heterogeneidade de gênero constitui um elemento relevante para compreender a dinâmica macroeconômica e seus mecanismos de transmissão.

This thesis is based on the premise that conventional macroeconomic analysis, by focusing on broad aggregates, tends to overlook structural disparities across demographic groups. It aims to show that gender heterogeneity matters for macroeconomic dynamics and their distributional effects in the labor market, along three dimensions: business-cycle volatility, monetary policy transmission, and occupational allocation during recessions. The thesis consists of three complementary essays. The first examines whether greater female labor force participation contributes to lower volatility in output, consumption, and investment. The hypothesis is that greater female participation may have a stabilizing effect associated not only with the sectoral composition of employment but also with differences in behavior, risk perception, and consumption smoothing. Static and dynamic models are estimated using the generalized method of moments (GMM) on panel data for 143 countries from 1996–2023. The second essay investigates whether contractionary monetary policy has stronger effects on formal employment among women in Brazil, based on the hypothesis that contractionary monetary shocks may generate gender asymmetries that disproportionately harm female employment through channels beyond the uneven distribution of workers across cyclical and non-cyclical sectors. Data from Brazil’s Annual Report of Social Information (RAIS) for 2010–2022 are aggregated by state, economic sector, and gender, and fixed-effects panel models are estimated to assess the impact of interest rates on the formal employment stock, hires, separations, and real wages. The third essay examines the relationship between economic recessions and the gender gap in overeducation in Brazil’s formal labor market. Relative to men with comparable levels of schooling, women, on average, occupy positions that require less education than they possess. The objective is therefore to show that this gap narrows during macroeconomic contractions, under the hypothesis that lower job creation during such periods makes hiring more selective and limits access to formal employment for more highly qualified women. RAIS data for 2006–2022 are used to construct a modal measure of overeducation for sector-occupation × state × gender cells. Models with cell and year fixed effects are then estimated to examine whether the effect of recessions on the gender gap in occupational mismatch diminishes when sectors’ exposure to the business cycle is taken into account. The results show that female labor force participation is associated with lower macroeconomic volatility, particularly in higher-income economies, while the other two essays show that macroeconomic shocks have more adverse effects on women, albeit through different channels: monetary tightening disproportionately increases separations among women and slows the growth of their real wages, whereas recessions narrow the overeducation gap by restricting the access of the most qualified women to formal employment, rather than by improving the quality of their occupational allocation. Taken together, the three essays reinforce the relevance of gender heterogeneity for understanding macroeconomic dynamics and their transmission mechanisms.

Esta tese analisa as relações econômicas, regulatórias e institucionais entre Brasil e Paraguai, com foco nos determinantes do contrabando e do descaminho na região de fronteira entre os dois países. Parte-se da hipótese de que as assimetrias tributárias, regulatórias, econômicas e institucionais existentes entre as duas economias criam incentivos que favorecem a persistência do comércio irregular de mercadorias, limitando a efetividade de estratégias baseadas exclusivamente em mecanismos repressivos. A pesquisa adota abordagem qualiquantitativa estruturada em modelo analítico multinível, contemplando dimensões macroeconômicas, microeconômicas, regulatórias e institucionais. O referencial teórico articula contribuições das Teorias do Comércio Internacional, da Teoria Econômica do Crime, da Economia da Regulação e da Nova Economia Institucional. No plano empírico, foram analisadas séries históricas referentes às reexportações paraguaias, investimentos estrangeiros diretos, variáveis macroeconômicas brasileiras e apreensões realizadas pela Receita Federal do Brasil, abrangendo o período de 1995 a 2024. Foram empregados testes econométricos de regressão linear, correlação, modelos vetoriais autorregressivos (VAR), testes de causalidade de Granger, cointegração e estacionariedade. Complementarmente, realizaram-se estudos de caso nos setores de cigarros, eletroeletrônicos, defensivos agrícolas e medicamentos, segmentos representativos do comércio irregular na fronteira Brasil–Paraguai. Os resultados indicam que diferenças tributárias, incentivos econômicos associados aos regimes especiais paraguaios, lacunas de harmonização regulatória no Mercosul e fragilidades institucionais compartilhadas contribuem para a manutenção dos fluxos ilícitos de mercadorias. Conclui-se que a mitigação do problema requer estratégias integradas que combinem instrumentos econômicos, coordenação regulatória bilateral, fortalecimento institucional e políticas de desenvolvimento regional capazes de reduzir os incentivos estruturais ao comércio irregular e ampliar a efetividade da integração econômica entre Brasil e Paraguai.

This thesis analyzes the economic, regulatory, and institutional relations between Brazil and Paraguay, focusing on the determinants of smuggling and customs evasion in the border region between the two countries. The study is based on the hypothesis that the tax, regulatory, economic, and institutional asymmetries existing between both economies create incentives that sustain the persistence of illegal trade, thereby limiting the effectiveness of strategies based exclusively on enforcement measures. The research adopts a qualitative and quantitative approach structured around a multilevel analytical framework encompassing macroeconomic, microeconomic, regulatory, and institutional dimensions. The theoretical framework combines contributions from International Trade Theory, the Economic Theory of Crime, Regulatory Economics, and New Institutional Economics. Empirically, historical series on Paraguayan reexports, foreign direct investment, Brazilian macroeconomic variables, and seizures conducted by the Brazilian Federal Revenue Service were analyzed for the period from 1995 to 2024. Econometric procedures included linear regression models, correlation analysis, vector autoregressive (VAR) models, Granger causality tests, cointegration tests, and stationarity tests. In addition, case studies were conducted in the cigarette, electronics, agricultural pesticide, and pharmaceutical sectors, which represent significant segments of illegal cross-border trade. The findings indicate that tax differentials, economic incentives associated with Paraguayan special trade regimes, regulatory harmonization gaps within Mercosur, and shared institutional weaknesses contribute to the persistence of illicit trade flows. The thesis concludes that mitigating this phenomenon requires integrated strategies combining economic instruments, bilateral regulatory coordination, institutional strengthening, and regional development policies capable of reducing structural incentives for illegal trade and enhancing the effectiveness of economic integration between Brazil and Paraguay.
