The work aims to contextualize and highlight how the conditions of prevention and care - whether in normal conditions or in conditions of health crisis - are not placed in the same way for all people, especially considering that the historical accumulation of the impoverishment of a society built on slaveholding and racist foundations does not offer means of resilience for the population. It also informs how the invisibilization of the most vulnerable people was reiterated, extending to the professionals who work with them, exemplifying how central a public action is to guarantee rights that is sensitive to the mobilization of desires as a primordial part of the humanity of each subject. In this sense, the role of art-education instruments to promote care for the homeless population during the pandemic is highlighted. Also noteworthy is the update of the demand for the professional insertion of a population segment that lives in underemployment and that sees itself even less prioritized in the face of the economic crisis aggravated by the pandemic, placing work as a right that has been thought of within a program risk and harm reduction for vulnerable populations as a place of social protection.

This dissertation had as general objective to analyze the theories about afrotourism and propose a Social Management Technology (SGT) so that social networks are used to give visibility to the cultural manifestations of candomblé terreiros and thus strengthen afrotourism in the Itapagipe Peninsula. Afrotourism is a movement that encompasses activities of rescue, appreciation, preservation, reconnection with identity and history through cultural, material and immaterial goods, which have black people as protagonists (RODRIGUES, 2021; OLIVEIRA 2020a; OLIVEIRA 2021, NERES, 2020). Itapagipe is a territory formed by 14 neighborhoods, part of the city of Salvador, which since its inception has been going through several economic and social transformations, with poverty as a characteristic, despite having a great tourist potential, mainly cultural. Through an inductive method, of a qualitative nature, a single case study methodological approach was conducted, using 3 techniques for data collection: interviews, documents and non-participant observation. Empirical and theoretical research data were examined based on thematic analysis and content analysis. The results showed that the cultural manifestations of Casa de Oxum – Rota Afronáutica da Cidade Baixa, Rota Afro da Feira de São Joaquim, Culinária do Cuscuz and Samba do Cuscuz are manifestations that have the characteristics of afrotourism. And, based on these results, it was possible to propose the Afrotourism Map of Axé, which is a tool to help social actors and people involved in the operationalization of cultural manifestations of Candomblé terreiros to structure contents related to their cultural manifestations for dissemination on social networks.

Innovation has been the main key to the modern economic and social transformation and the advent of mature and dynamic innovation ecosystems are fundamental for the development of a territory. The competitiveness of traditional economic sectors, such as the textile and clothing sector, depends on the existence of an environment conducive to business and the implementation of an effective agenda to stimulate innovation. The Itapagipe Peninsula is an important territory of the capital of Bahia, Salvador, which has in the clothing segment one of its main economic vocations. From the study of national references of dynamic innovation environments, such as the technology sector of Florianópolis and the Textile and Apparel sector of Santa Catarina, as well as through the analysis of the context, challenges and global and national trends of this important segment, the bases for understanding, analyzing and comparing with the innovation ecosystem of Salvador and the context of the clothing sector of Itapagipe were created. In order to achieve the central goals of this work, an exploratory study approach was used with bibliographical references, quantitative and qualitative research, interviews, group dynamics with local actors and comparative analysis of results of innovation ecosystem planning methodology. Based on the analyses, a set of 17 actions in five axes were suggested by the author with the aim of boosting the innovation environment of the textile and clothing sector in the Itapagipe Peninsula. In addition to the transformative potential for the sector's innovation ecosystem in the studied territory, this work will generate a social management technology to improve innovation environments that can be replicated in other sectors and territories, deepening the author's professional work in this field.

Social distancing in times of Social distancing in times of the Covid-19 pandemic accelerated the transverse digital transformation process of businesses and increasingly stimulated the reproduction of social and commercial relationships in cyberspace. The present work presents an action-research developed within the scope of the Interdisciplinary and Professional Master's course in Development and Social Management, and promoted by the School of Administration of the Federal University of Bahia (CIAGS/PDGS/EAUFBA). The research began on April 7, 2021, when the professional-consultant analyzed, through a diagnosis, the effectiveness of virtual spaces in promoting business in the Itapagipe Peninsula. It was found that entrepreneurs of micro and small companies in the commerce and services segment in the region did not have any kind of support to promote their businesses, when it comes to e-commerce and digital marketing modalities. Thus, the possibility of fostering digital entrepreneurship among these profiles of entrepreneurs and entrepreneurs was considered. Thus, as the main objective of this work, the opportunity to structure an e-marketplace arose, in the sense of providing local entrepreneurs and entrepreneurs with a virtual business environment, structured and unified, so that they could promote, negotiate, commercialize and distribute their products. and services in an agile, innovative way that generates much more value for the end customer, in terms of findability and visibility of their businesses, navigability, communicability and, above all, friendliness of the electronic marketing platform.

Even though participatory territorial planning methodologies are not new, it is a fact that they have not been able to handle the needs that urban and rural communities in Brazil and other parts of the planet face because they are still guided by a vision of world that is limited by a linear and predominantly vocational paradigm. Aiming to expand an increasingly necessary dialogue, this research presents the participatory territorial planning methodology called "Comunidades Cuidadoras" (Caring Communities), developed with the communities Oitis and Catolé, in the rural area of the municipality of Milagres, in Cariri, Ceará. The objective was to contribute to the experience and systematization of a planning experience of participatory territorial planning in these communities, in the light of the constituent elements of Social Management and the concept/utopia of a caring community. Along the way, the encounter with other concepts –suchas sustainability, communitarianism, good living and management of common goods– was essential. Although it is not a question of fixed choices or prescriptions to be followed, the research exercise that resulted in the present work was guided by the principles of action research and, more specifically, by constitutive elements of ethnography. The Caring Communities methodology was experimented between May 2022 and January 2023. Dialogue as the guiding thread of the process, recognition of the knowledge and actions of the multiple actors and actresses who took part in the journey, acceptance of the territory's urgencies and a vision of wider world, based on collective reflection, referenced the journey and led to the results presented in the present work, which is also a critical-reflective record of the journey itself and the initial conception of the methodology. From a scientific point of view, the contributions of this work fall within the field of critical reflection, albeit briefly, on the limits of participatory territorial planning methodologies. Morover, it points out the need to problematize territorial planning processes, the starting from the questioning of the paradigm that brought us to where we are today, as a species and as a planet, without moving away from the dialogue with local contexts. In the technological field, this work presents a participatory territorial planning methodology which can be understood as a Social Management Technology that innovates by proposing ways that allow us to recognize the endogenous potential of each territory, welcome its urgencies and, at the same time, dialogue with broader agendas, such as the climate emergency. As for the social dimension, this work enabled the collective exercise of territorial planning, leaving a direct contribution to the Oitis and Catolé communities, where the research was carried out, a Communitary Territorial and Organizational Action Plan (Plano de Ação Comunitário, Territorial e Organizacional, PACTO), an integral part of the Caring Communities methodology. The Plan will last for two years (2023-2024) and, alongside the executive projects linked to it, represents the most concrete product of this path. However, it is worth highlighting the subjective aspects, the collective learning and the exercise of self-recognition of the powers of the two communities, especially from the generating question “what can we do for ourselves”.

The research conducted in this dissertation provides an analysis about participation in urban policies, using as region of analysis the Itapagipe Peninsula, in Salvador/BA. The primary question we sought to answer was: how to contribute to the improvement of participatory processes in the area of urban planning, regarding the deliberative character of the participation mechanisms commonly employed during the elaboration and implementation of urban policies? In this way, the theoretical review presented the obstacles, dystopias and advantages of participation, as well as a timeline about the development of urban policies, which addressed facts and institutional milestones of their implementation in Brazil. Additionaly, we presented an analysis of the participation mechanisms in the City Statute, as well as the unimplemented proposal of the National Policy for Social Participation. To achieve the research objectives, a carcaterization of the research territory was conducted in terms of urbanistic aspects and current land use planning, as well as from the point of view of urban policies implemented there after the enactment of the City Statute. The development of the research was based on the analysis of the mechanisms of participation affecting the area of urban development employed during the implementation of the Growth Acceleration Program (GAP) in the Itapagipe Peninsula, in the enterprises Alagados IV and V / 2nd stage, Alagados VI (Residencial Margô and Dedé) and Mirantes do Bonfim. The methodology used was descriptive analytical research supported by documentary analysis and semi-structured interviews with CONDER technicians and coordinators. The results indicates a need to structure participation in the scope of urban development, by standardizing some aspects that contribute to greater diffusion of the application of participation mechanisms and social control. It is concluded that it is necessary to empower the population to participate more and better, given that we do not have the power or guarantee, through this research, the primary facilitator of participation in the field of urban policies.

This dissertation concenters on the implementation of agile methodologies to enhance project management in Civil Society Organizations (CSOs), using the “Associação Arquidiocesana de Salvador(ASA)” as a case study, while also investigating other church-related CSOs. The work was grounded in agile project management theories, with the primary goal of developing a Selection Matrix to aid CSOs in choosing the most suitable agile practices for their context, considering organizational culture and structure, as well as the unique challenges of project management in these environments. Throughout this study, the management and organizational structure was examined and the commonly used agile methods, with particular emphasis on core practices and characteristics intrinsic to project management with these methodologies in CSOs was explored. We evaluated their applicability and relevance in such contexts, providing a broad perspective on the subject. The selected research methodology was Design Science Research (DSR), which allows identifying a problem, proposing a solution through the creation of an artifact, in the case of this research, a Choice Matrix model, and verifying whether the artifact solves the problem, balancing scientific rigor with the practical application of research. The results demonstrated the applicability and relevance of agile methods in the context of CSOs. The proposed Selection Matrix provides a tool for CSOs interested in improving their project management, with lower implementation costs and potential to enhance delivered value. The research, however, revealed limitations, including the need for more extensive validation of the Selection Matrix and challenges associated with implementation in organizations that have low project management maturity. The significant contribution of this dissertation lies in the development of a Selection Matrix based on agile practices, adaptable to the specificities of CSOs. Additionally, this work expands knowledge on the application of agile methodologies in CSO project management, providing valuable insights for future research and practice in the field. The expectation is that the Selection Matrix, associated with the discoveries of this study will assist CSOs in optimizing their project management, delivering more value to stakeholders and society at large.

This research addresses the existing gap between theories and perceptions about the concepts of Social Management and their practice in social and civil society organizations, aiming to seek evidence suggesting a management model for this type of organization, in order to ensure that their socio-environmental purposes are executed simultaneously with the strategic management of the social organization in favor of its sustainability over time. To this end, the method of document analysis was applied to documents obtained from the Associação Obras Sociais Irmã Dulce (OSID) for better understanding of the research field. The compilation of this information, crossed with the analysis and literature review of research and publications related to social management, as well as a management model that uses social and environmental dimensions, enabled the development of a dialogic social management technology for social organizations. During the research, it was noticed that even though many authors seek to distance social management from strategic management and public management, it is in the very dialogue between the management fields that good practices reside that can lead social and civil society organizations both to the execution of their purposes and to the management of their sustainability over time, enabling the continuity of the necessary socio-environmental impacts on society.

Faced with the imperative need to translate relevant theories on the formation of creative territories, this dissertation focuses on relevant issues for their evaluation, analysis and contributions to territorial development. This work therefore seeks to understand how to include territories, regions and cities in development strategies through access to technology, innovation, culture and creativity, as well as how to design and build integrated public policies, in which government and society share and recognize their responsibilities for the development and promotion of territorial creativity, with the aim of creating a model for analyzing the creative ecosystem for territories. The methodology defined for this purpose seeks to establish the identification of elements that help form and influence the creative ecosystem of the territories, proposing an integrated analysis of its results and connections through an exploratory model that identifies the necessary gaps for the implementation of strategies and policies by part of territorial governance. The commitment to analyze the important contributions left by national and international specialists, and to organize them in a work that demonstrates the importance of elements linked to the city and already established creative territories, motivates us to go further and understand the contribution to the formation of these vibrant environments full of culture and attractiveness, with well-aligned governance as a new element, which integrates public and private sectors. For this, many questions need to be revisited and others should be asked for the composition of the study, such as: What characterizes a creative territory? Why do creative territories impact the economy? What is the relationship between creative territories, culture, innovation, technology and development? What is the role of governments in this process? What is the importance of public policies in this context? What is the relevance of the territory for the convergence of these elements? And, finally, how is it possible to propose, among an ocean of possibilities, a practical and lucid strategy to combine these reflections in a positive and proactive attitude in cities, neighborhoods and regions based on the action of local governance? This research and its findings propose to organize a territory analysis model in which public management is an integral part of the process; and suggest integrated policies for these territories as a sustainable alternative for the development of more creative cities and territories.

Popular festivals are manifestations that express the identity of a collectivity, involving various social actors in a complex and collaborative governance structure. There is no systematized knowledge about the governance of popular festivals and above all, there are no practical examples of application. There is a huge lack of knowledge about the governance of popular festivals, especially knowledge that can help societies in their various levels of government, especially the governments linked to the municipalities where these festivals occur so that these municipalities, together with their secretariats of culture and tourism, can more effectively help in the organization of popular festivals. The aim of this research is to propose a management system for popular festivals based on collaborative governance and cultural identity. The vocation of this research is professional and technological. Professional because of its practical applicability and technological because of its replicability. Its main orientation lies in the production of accessible and applicable knowledge for agents involved in the organization of popular festivals. The research methodology is inductive and exploratory in nature, based on documents and interviews. The results of the research configure the TGPop (Popular Festivals Governance Technology), constituted of phases (preparation, strategy, execution and evaluation) and dimensions (collaboration, cultural identity and conflict). The social technology will be presented in the form of two technological articles and a case for teaching that intend to compose a technical professional material for the professional qualification of public managers linked to the organization of popular festivals, besides composing the formative process of students of public administration and cultural production, being applicable in the most distinct territorial and organizational contexts. The results contribute to rethinking the theorization and practice of popular festivals management as forces for territorial development.

The present work aims at the sustainable development of religious tourism in the Itapagipe Peninsula, Salvador, Bahia, with plans to revitalize the region and enhance the Sustainable Integrated Tourism Development Plan of the city. This plan addresses cultural, social, economic, and environmental issues, strengthening local identity, infrastructure, and the economy. The research employed both quantitative and qualitative methods, contributing to public policies and valorizing religious heritage. Furthermore, it opened research agendas in sustainable management, community participation, interreligious tourism, the influence of local religious figures, and cultural identity. In summary, this dissertation promotes sustainable religious tourism in Itapagipe, enriches research in this field, and points to future areas of study.

This study aimed to assess the management capacity of municipalities as drivers of devel-opment, based on the perceptions of selected municipal managers in Bahia. Drawing on the foundations of Political Administration proposed by researchers from UFBA, the emerging field of Social Management, and experiences related to State Capacity from the Harvard Kennedy School of Government, the research sought to discern how these managers visual-ize different aspects of development management. One of the central objectives was to un-derstand how to identify and evaluate the competencies required of public managers for de-velopment induction. Throughout the study, theoretical frameworks were developed to con-struct an analytical framework, resulting in the proposal of competencies to be evaluated and the creation of the proposed Social Management Technology instrument. A range of ele-ments was assessed, from academic background to social policies and transparent govern-ance. While the theoretical understanding among managers was significant, it became evi-dent that this understanding does not guarantee effective application in development. To evaluate this technology, it was applied to a group of municipal public managers in Bahia. Statistical validation techniques were applied to the questionnaire to ensure reliability and improve question arrangements. However, the study revealed limitations, such as the need for a more comprehensive validation of results and the complexity of evaluating manage-ment practices from the perspective of self-assessment. The expectation is that this work will contribute to the improvement of development management capacity in municipalities, providing more value to local communities and society as a whole.

Community Catholic Religious Tourism (TRCC) allows respect for human beings and the process of social development of the territory, as it values the customs and beliefs of the population and promotes the community's leading role in tourism actions. Seeking to understand this dynamic and propose a social technology for territorial development, this applied research was carried out with the aim of articulating the tourist activities of the main church “Paróquia Nossa Senhora dos Alagados e São João Paulo II” in the Territory of Alagados in Uruguay based on understanding the historical process of social intervention in the Parish and development actions in religious tourism; understanding the participation of social actors in territorial development; and, the identification and organization of Catholic religious tourist routes in the territory with the participation of social actors. Based on the experience of Catholic faith, the researcher's experience of community life with residents of the Uruguay neighborhood and the negotiation and construction of actions with social actors, participatory research with social implications was carried out, which will be presented based on a memorial of the timeline that covers the researcher's life, academic and professional trajectory and records the main moments of articulation of social actors and development of TRCC scripts. As a result, the research proposes TRCC as a new field of academic research and technological development. The identification and organization of the Catholic community tourist itinerary in the territory of Alagados based on the articulation of social actors provided social and economic benefits to the population living around the Parish, impacted the territorial requalification of the territory, promoted the empowerment and learning of social actors and contributed to the sustainable development of the territory by expanding the links of the entire tourist production chain.

Considering the potentialities that the Itapagipe Peninsula offers for tourism, the following question arises: Can tourism in the Itapagipe Peninsula serve as an alternative strategy for local development within the community? This research answers affirmatively, but with a necessary critical and reflective analysis of development, participation, and social management. The overall objective of this study is to present a proposal for the Itapagipana Peninsula Tourist Route, aimed at promoting local development. The specific objectives of this work include characterizing the Itapagipe territory, mapping the various possibilities for tourist attractions on the peninsula, and proposing innovative alternatives for community participation in developing solutions to local tourism challenges. The study is grounded in critical reflection on the concepts of local development, territory, tourism, and participation, along with their respective interrelationships.

This study considered urban space and the informality of street commerce from a historical-structural approach, in which the phenomenon is understood as a reflection of social relations manifested over time, in objects that have forms that are built with the functions that reflect the dominant interests of society. Attempts to manage street commerce have a stigmatizing bias and impact the decisions of public authorities and their regulations. There are many historical conflicts regarding the management of the use of public places by street vendors in Salvador-BA, especially the square in front of Bonfim’s Church, a relevant tourist spot that has a high incidence of this type of economic activity, which is the locus of this research. The objective of this exploratory research of a qualitative nature and methodology involved was to propose a social management technology applied to conflict resolution and construction of solutions to problems related to the use of public places for commercial purposes and their conservation, based on the dialogical process proposed by Social Management (CANÇADO, 2014) and in the approach Looking Backwards in Public Policies (BOULLOSA, 2013). The Dialogical Spaces for Social Management of Street Commerce (EDGS) are proposed as TGS, as spaces for mediating conflicts and proposing solutions based on dialogue focused on active listening to the interests and perspectives of a multi-actor group activated to resolve problems of public relevance and conservation of public goods. This proposal arises as a result of a diagnosis of problems built from the confrontation between the principles of Social Management and the dynamics between the actors related to street commerce in Square of Bonfim’s Church, with the main data collection methods being wheels conversations and participant observation of local daily life. The TGS is in a state of dissemination and improvement for subsequent implementation.

The research arises from the development of a proposal for a citizen assessment and monitoring instrument for public safety, focusing on combating racism, through shared management between the government and civil society in the Itapagipe Peninsula in Salvador, Bahia. This is a qualitative research approach to obtain data and information, allowing for a quantitative approach to specific issues aligned with the principles of social management and decoloniality. The assumptions considered include: the state is racist and expresses its violent and repressive actions mainly in black and peripheral territories through public security policies; the Itapagipe Peninsula is predominantly black and experiences the consequences of these state actions, especially in the Uruguai neighborhood, where a Community Public Security Base is located; there is an effort by the state to promote a citizen security policy with community participation, and public officials' recognized efforts in this direction; the territory is characterized by strong social mobilization, creating mechanisms for dialogue between society and the government; understanding evaluation and monitoring as a way to address the issue from a citizen perspective.In this context, the research question was formulated: How to develop a community evaluation and monitoring instrument for public safety in the Itapagipe Peninsula in an articulated manner between civil society and the government? To answer it, specific objectives were set to understand how public security agents at the Community Base and civil society in the Itapagipe Peninsula comprehend citizen security, community participation, and racism confrontation in the implementation of security policies in this territory. Also, how the evaluation and monitoring processes of public security policy occur in Salvador. Theoretical and methodological concepts, access to public documents, and legislation related to public security, racism, decoloniality, public policies, evaluation and monitoring, citizen participation, and social management and technology were mobilized. Twelve semi-structured interviews were conducted with key informants from civil society and public security, along with mixed questionnaires for police officers associated with the Community Base. A Social Residence was also carried out in Cali, Colombia, to understand the socioterritorial dynamics of a black and peripheral territory outside Brazil, with seven interviews conducted with social actors from the El Chontaduro Cultural Association, the hosting entity for the residence. The data were analyzed and contributed to the main result of this research, namely, the Social Management Technology for Territorial Development, an instrument for citizen assessment and monitoring of public security policy through shared management between civil society and the government, aiming to combat racism.

The country's maritime economy involves two hundred and eighty municipalities in seventeen states of the country, playing an important role in the Brazilian economy by enabling income generation and contributing to guaranteeing food for vulnerable communities. However, there are no data or statistics that allow analysis and accounting of the economic contribution of resources made available by the sea, consequently, there is a gap in the production of knowledge about professional training in this segment. This work aims to discuss professional training for non-precarious productive insertion in the world of work in the maritime economy in the territory of the Itapagipe Peninsula – Salvador/Ba in line with the professional qualification policy. The promotion and valorization of the sea economy by the public organizations has been gradually increasing, for example with the activities of the Urban Development Master Plan (PDDU) of the city of Salvador, which actions focus on (re)qualifying the nautical segment in Baía de Todos os Santos, in addition to foresee the elaboration of the Itapagipe Neighborhood Plan, which includes the qualification of labor focused on the segment and the restoration of old spaces to house activities linked to the nautical segment and the Prodetur Nacional Bahia, which presents a diagnosis in the economic, social, environmental dimensions and demographic focus on tourism and nautical activities throughout Baía de Todos os Santos. However, such investments demonstrate an approach aimed at serving the productive sector mainly in the tourist aspect, leaving aside one of the oldest productive activities in human existence, artisanal fishing. The methodology used to prepare the present work had as reference the bibliographical research of official documents from public organizations, QUALISalvador database, reports and spreadsheets from the Professional Qualification Coordination (COQUAP/SETRE/State Government), semi-structured interviews with artisanal fishermen and public managers, in addition to holding a focus group with fishermen who are members of a cooperative. This work sought to dialogue with authors who discuss the issue of precarious work and the concept of Sea Economy. As a result, a model of menus and professional training proposal aimed at training artisanal fishermen will be presented as Social Management Technology – TGS. considering values and knowledge combined with the use of Alternation Pedagogy. The alternation provides a confrontation between cultural fields: the local culture, the territory where the student comes from and where he lives with his family, with his way of being, thinking, speaking his language, his expressions, his references, his professional culture; the culture of the school, its purposes, its environment and its own references. In this sense, it appears that although artisanal fishing proves its potential in generating income and significant participation in the economy, investments are still small, however, it is necessary to turn our eyes to the riches that the sea continues to offer in its different aspects, whether cultural, environmental, religious, economic, food, among others, for the welfare of society and the world.

Strategic Planning has become a widespread practice within organizations. In increasingly competitive and dynamic markets, strategic modeling is essential for more targeted journeys with clear objectives. It is in this sense that the Strategic Canvas (SCANVAS) provides a different way of drawing up strategic plans. In this sense, this dissertation focuses on the application of the Strategic Canvas as an effective and promising approach for the development of strategic planning, especially in dynamic and competitive business environments. In order to analyze the effectiveness of this approach, this work carried out a case study of the Museu do Sorvete. The objectives of the study were to characterize the Museu do Sorvete, map its organizational identity, identify and analyze its strengths, opportunities, problems and threats, analyze the adopted strategies and prepare the Strategic Canvas for the organization. The results revealed that the SCANVAS approach provided a clear and comprehensive view of the strategic components of the Ice Cream Museum. The analysis of organizational identity and internal and external factors contributed to a deep understanding of the organization and its environment. The collaboration in the creation of the Strategic Canvas allowed the active participation of several stakeholders, enriching the strategic formulation. However, some limitations were identified, such as the centralization of information in the owner and the lack of involvement of employees at operational levels. Despite this, the study concludes that the use of SCANVAS is a valuable approach for strategic planning, highlighting its positive aspects of visualization, communication and collaboration. Ultimately, the research highlights the importance of the Strategic Canvas in the search for cohesive strategies aimed at organizational success.

This work deals with analysis of the application of social participation tools during the planning stage of the Ponte Salvador - Ilha de Itaparica, inserted in the territorial development policy of the State of Bahia, debating also how it relates to the development model whose option manifests itself privileged by the objectives consolidated by the constituent legislator in Article 3 of Federal Constitution of 1988, especially those expressed in sections II and III, as well as its real beneficiaries. Once the beginning of the bridge construction stage was successively postponed, the analysis of the effect of the way of applying the social participation in the result sought by the project was limited to the incorporation of contributions arising from the participatory process to the project itself, until the signing of the contract sponsored concession, through PPP, with the concessionaire that was successful in bidding process, as documented on the official websites of the bodies responsible for it, SEPLAN, INEMA and SEINFRA. This is a case study, delimited by the focus of social participation, using the documentary method, with the obtaining and analysis of data from from official sources of the state executive power, as well as data obtained from the application of questionnaires and interviews, added to the experience of participant observation with the CAMMPI Network. With this, it was possible to observe that, although the project met to the minimum legal requirements for social participation to obtain licenses and validity of its bidding process, the way in which these tools were applied was not able to cover a significant portion of the interested, potentially affected population, and may have failed to consider impacts, especially socioeconomic ones, capable of compromising, albeit partially, its alignment with constitutional objectives.

High volumes of information, clear and assertive communication, and participatory and integrated management permeate the universe of organizations. In the case of social projects and enterprises, this need might be even more significant since the sector's characteristics may require more specific forms of communication so that messages are clear to all audiences involved. In this context, thinking and visual facilitation can contribute to management and communication processes within projects and social enterprises. From this vision, this dissertation proposed to study the management of projects and social enterprises, considering the application and strategic use of visual thinking tools. The main objective is to systematize a visual facilitation methodology for project managers and social enterprises, aiming to contribute positively to the work of teams, strengthen project implementation, and simplify communication and sharing of information and knowledge with the various actors involved. The research is based on the understanding that we live in a context of excess information, which severely compromises communication processes. Visual representations have proven to be a promising alternative for improving interaction, promoting clarity, and facilitating the retention of information and knowledge. The study seeks to explore the role of visual facilitation in managing social projects and enterprises and the possible results of greater collaboration and engagement between those involved in the practice. The methodology used had an exploratory character, a qualitative approach, with participatory research techniques through observation and interactions in two phases: the first involves a comprehensive literature review, while the second focuses on participant observation of the practical activities applied. These practical activities include experiments in two initiatives: a) the ADMK24 discipline – Support and promotion to the business ecosystem of the socio-environmental impact in the city of Salvador and b) visual facilitation conducted for three social organizations. It is concluded that the strategic use of visual components enhances communication in all phases of planning and management of social projects, offering direct language, interaction, and the ability to synthesize complex information. At the end of the investigation, insights were obtained, and practical guidelines were developed for managers and entrepreneurs of social projects so that a document of guidelines for using and applying visual thinking in social projects was created as Social Management Technology. It is recommended that further research be continued to explore the advantages of visual thinking and facilitation, also considering possible weaknesses. A critical understanding of the limits and challenges of these practices will be essential to improve their ongoing effectiveness in managing social projects and enterprises.

The urban space is marked by the clash between the agendas of the market and the Democratic State of Law. On the one hand, the city tends to be appropriated as a commodity and many of its places are kept illegal and socially vulnerable. On the other hand, this same space can be understood as a place of the right to the city, to the participatory and dialogic coexistence of all around democratic alternatives, among them land regularization. In this context, the study starts from the following question: How to prepare an informative-educational book on urban land regularization, having the Peninsula of Itapagipe/BA as a context? The main goal of the research, and also its product, is to produce an informative-educational book on urban land regularization, considering the context of the Peninsula of Itapagipe/BA. For that, documents such as laws, regulations and property certificates that belonged to companies from the former industrial center of Itapagipe are analyzed, as well as historiographical data referring to federal housing policies and those of the State Government of Bahia. The analysis showed that the once strategic and industrial Itapagipe is currently a region crossed by real estate speculation and a still incipient state initiative in favor of a housing policy that has the Land Regularization of Social Interest (Reurb - S) as one of its pillars. Despite the emergence of popular associations in the region that seek to articulate their demands for the Reurb - S, the granting of this benefit still affects limited portions of the population of Itapagipe. Considering urban management as a social construction open to egalitarian and plural resignifications, the analysis proposes three movements: raising awareness in communities underserved by land regularization about the legal and historical-social aspects of this device; to encourage initiatives to demand and monitor land regularization policies; value the urban, historical and cultural heritage of the Itapagipe Peninsula. It is expected that the product can contribute to the expansion of the right to the city in this very important region of Salvador.

This research aims on the relationship between management, participation and democracy in the context of a public school in the state education network in Bahia. The study started from the following central question: how can the management of Colégio Estadual Carlos Valadares stimulate the mobilization of the school community in discussions on central themes for territorial development where it is located, particularly in the municipality of Santa Bárbara (BA)? We start from the assumption that democratic school management is a key element for the engagement of students, fathers, mothers, teachers, managers, representatives of social movements and public authorities in the creation of spaces and tools for sharing information and participation. The school was selected as a field of investigation due to its role in society in the face of the (trans)formation caused by the democratic management assumed by the researcher in order to boost the search for collaboration and social participation in management, given the challenges experienced in the field of learning of students who, on a daily basis, interfere in local development with democratic and scientific practice. The research is based on authors such as Lima (2007), Santos (2000), Freire (1996), Milani (2004), Gohn (2013), Fischer (2014), among others. As for the methodological approach, it is an investigation with a qualitative approach of the case study type that describes and analyzes the effects of democratic management actions in the educational context. The investigation included the following procedures: bibliographical research, semistructured interview, document analysis, including minute records, accountability, reports, portfolio, folder, magazine, newspaper, digital media and iconographic records, maps, projects and plans of actions. The research results reveal the relevance of democratic management in transforming life projects in the school community. Management sought to guide its actions taking as a reference the implementation of interdisciplinary local intervention projects to improve everyone's quality of life. It was possible to identify how democratic management at CEPCV favored collective community engagement and the production of local development initiatives in the municipality of Santa Bárbara (BA). Although some contradictions were observed during the research process, regarding the interference of municipal and state management policies that sometimes conflict with the interests of the investigated school itself, the results showed positive changes throughout the school community.

The purpose of this dissertation is to study and investigate the types of violence that occur in and around educational establishments, as well as to propose social management technology for conflict mediation and the promotion of peace in school environments. Being the mother of a school-aged teenager, it forces me to invest in this topic and cooperate in proposing preventive actions against violence at school. To understand the occurrences of episodes of violence, I sought an anchor in the theoretical framework of scholars on the subject such as Bernard Charlot, Miriam Abramovay and Éric Debarbieux, among other authors who helped in the framework of this construction. The general objective is to develop a social management technology for conflict mediation in the school environment and the prevention of violence in public educational institutions. The Ribeira Military Police College, located on the Itapagipe Peninsula, was the research field, where a considered part of the proposed methodology was developed, with the application of a questionnaire to management, teachers and staff, a pedagogical workshop using virtual roulette for students, culminating in the construction of a cognitive map. The time gap caused by the spread of COVID-19 in the years 2020 and 2021, the peak period of this master's degree, brought some losses to this work, being overcome with adaptations to the original project, including restrictions on the social residence made in Maceió, in Batalhão of School Police of the Military Police of Alagoas in January 2022. Despite the limitations imposed by health restrictions, it was an experience of reciprocal sharing of knowledge with the exchange of experience between school policing activities to prevent violence in the environment of schools developed at the Military Police of Bahia and the Military Police of Alagoas. Finally, I highlight the maturation as a researcher during this professional master's degree, understanding that a topic of such relevance lacks collective and social contributions, involving the protection network for children and adolescents, public equipment and social movements for the consolidation and construction of a technology social framework for preventing violence and promoting peace in school environments, through conflict mediation
